Act utilitarianism: “Does the single act I am conducting create more pleasure or pain?” To find out if the outsourcing should take place, a consequentialist would try to compare the outcomes for the main involved groups and individuals, such as the employees of the company. A simple consideration might be: How much employment would be created in India compared to the amount of employment lost in France? Another group might be customers. Is the value provided to customers bigger or smaller with or without outsourcing? The same arguments can and must be created for all other involved parties.
