The book is divided into 3 parts and a total of 9 chapters. In the book the authors have tried to provide a deeper explanation of the obligations of the public administrators. Since almost everyone has started questioning the ethics in public administration and one can see a debate on this topic in almost every news channel today. Many of the famous stories pointed out by the authors in their book are about the personal integrity of the public officials like President Bill Clinton, New York governor Elliot Spitzer or the ethics of President George Bush and many others who form public duties. The scrutiny of the public officials is often detached from the sources OF ethics. The authors have cited David Rosenbloom who argued that the US Constitution and the Bill of rights are the important sources of values which can be used to frame ethics for the managers of public sectors (Rosenbloom, 1992). The authors have also cited John Rohr who believed that the job of the public officials is to follow the constitution and hence the public administration should start with the constitution (Rohr, 1986). The authors believes that the argument posed by both David Rosenbloom and John Rohr should be taken seriously and hence have examined their argument in their paper deeply.
