African-Americans were enslaved for decades and they were treated in a horrible way, which triggered the American Civil war to abolish the system of slavery from the society. Blair have discussed that Civil war has ended the institutionalized racial discrimination and the beginning of the reconstruction era started from the late 19th century. General William Tecumseh Sherman passed an ordinance that the freed slaves will be provided with guaranteed lands after they march from the sea, however, that order was never implemented. The main role of this initiative was to provide staples, healthcare aids and housing facilities to the refugees, and help them to reunite with their families.
