Introduction
     In the context of developing the disability framework, it is expected that there is a great need to make the required changes to transform the experience of people with disabilities and to show the advantages of more inclusive societies to all Aus
tralians (National Disability Strategy 2010–2020; Australian Government Department of Social Services, 2019). Compared to other individuals or people with disabilities in similar countries, Australians with disabilities have substantially poorer life outcomes. The disability frameworks developed are designed rigorously and they are implemented well, still, the need is to ensure that there have been substantial improvements in disability policy in Australia at the level of the Commonwealth, State and Territory over recent decades. The Commonwealth, State and Territory Disability Services Acts have provided a systematic mechanism for financing and delivering support services for people with disabilities. Country-wide anti-discrimination legislation was adopted, with Equal Employment Opportunities raising the issue of workplace discrimination (National Disability Strategy, 2010-2020).
The Level of Disability: Torres and strait Islander People
    At first, it is significant to note here that the social exclusion is one of the major issues that determine high levels of disability among community people in Australia (Kuipers et al, 2003; National Disability Strategy 2010–2020). From the submissions, it was apparent that so many people with disabilities felt alienated and lonely in the community. For others, their ability to engage entirely in community life is constrained by the challenges in the built environment. For some, however, the challenges are psychological and attitudinal. These challenges have proven to be the most difficult to overcome. The effect of rejection and profound alienation on the identity and self-esteem of people with disabilities can be understood by few. Many individuals spoke movingly of the effect of being identified by others, often identified as 'different', often defined by lack. When identity is always framed and always framed in a negative way by others, a clear positive sense of self is difficult to build and sustain and difficult to create and maintain relationships characterized by equality and mutual support (National Disability Strategy 2010–2020; Australian Government Department of Social Services, 2019).
