Because of its interdisciplinary character, defining a precise public health policy definition can be difficult, yet at the heart of all public health policies is a single objective to improve health. These groups do research and implement health-related and educational programmes for a specific demographic. Public health laws and regulations are heavily influenced by the Drug and food Administration, the Centres for Disease Prevention and Control, World Health Organization and other non-governmental and governmental organisations.
Policy is a declaration of values on the significance of defined goals and the suitability of procedures for accomplishing them. Public health policy is formed through a process of research, consultation and negotiation that results in a plan of action that outlines a vision of defined public health goals. Although private public health institutions may also establish policy, it is typically set by the state's political or administrative branch. The policymaker's identity may be kept private or it may be made public.
