The assessment should take place in your workplace; however, parts of the assessment may be delivered using a simulated business, such as your RTO, if necessary. Speak to your assessor if you are unable to perform this assessment in your workplace. This assessment task has two parts. · In Part A, you will answer a series of short-answer questions. Write your answers clearly in the spaces provided. All questions must be answered, and you must provide enough detail to demonstrate your knowledge. If you require more space to record your response, attach a page clearly marked with your name and the unit title. · In Part B, you will prepare a written report detailing your recommendations for a WHS management system (WHSMS) that includes all organisational requirements, then seek approval for implementation from the leadership team. Your responses should be submitted in written format (or in another format as agreed with your assessor) and must be in your own words. Your assessor will ensure that you have been provided with all relevant documentation. Assessment conditions Assessment must comply with WHS laws, legal responsibilities and duty of care required for this unit. It must be conducted in a safe environment where evidence gathered demonstrates consistent performance of typical activities experienced by individuals carrying out WHS duties in the workplace and include access to: · organisational WHS policies and procedures required to demonstrate the performance evidence · WHS laws required to demonstrate the performance evidence · case studies and, where possible, real situations · opportunities for interaction with others. Required resources For this assessment, learners will need access to: · a computer with access to the internet, word processing software such as Microsoft Word or Google Docs, and a printer · appendices to this task: · Appendix 1.1: Third-party report template. Procedure Part A: Understand and apply WHS legislation Review your workplace’s operational policies and procedures, risk management and financial information, and research relevant WHS legislation to answer the following questions. 1. How does your organisation communicate its commitment to complying with WHS legislation? 2. You must understand the WHS legislative framework to review and update policies and procedures so that they meet WHS legislative requirements. a. What is the name of the authority that manages workplace health and safety? Provide its web address. b. What is the name of the Australian WHS Act? Which jurisdictions have implemented it? c. Complete the WHS legislative framework diagram below, inserting the correct heading into each row and providing a relevant example of applicable Acts, Regulations, Australian standards and guidelines or codes of practice. d. Why might you still have to review all jurisdictions’ Acts when making adaptations and amendments to an organisational policy? e. List the main duty holders and their responsibilities under the model Work Health and Safety (WHS) Act, along with the sections of the Act that describe these responsibilities. 3. To comply with the Act, organisations must undertake risk management by performing hazard identification and risk assessments. a. Hazards can fall into six categories. List the six categories and give at least two hazard examples for each. b. What is risk management? According to AS/NZS ISO 31000:2009, what is involved in the risk assessment process? 4. Hierarchy of control measures: a. What is the hierarchy of control measures? What are the levels in the hierarchy? b. Part B: Develop and gain approval for WHSMS 5. Using word processing software (such as Microsoft Word), prepare a 2–3-page report detailing the features of a WHSMS that your organisation could implement. If you do not have an organisation, speak to your assessor about using a simulated environment. Include the following in the report: a. The location of the organisation’s WHS policy; whether it needs to be amended to be current; whether it outlines the organisation’s commitment to health and safety; how this is to be communicated throughout the organisation. (For a simulated environment, outline what should be included in the policy and where it should be located.) b. Organisational practices that need to be put in place. These could include: i. describing how the practices will demonstrate an organisational commitment to a safe and healthy workplace ii. identifying all policies and procedures that need adapting or amending to comply with legislative requirements (refer to specific WHS legislation, policies, procedures and programs in your report) iii. establishing monitoring, reporting and recordkeeping systems iv. establishing a record of all organisational WHS decisions and the reasons for them v. scheduling WHS audits vi. updating performance management practices vii. implementing consultation practices with WHS experts, managers and employees viii. identifying training requirements ix. communicating changes to all. c. The required duty holders and defined WHS responsibilities for all workplace personnel in the work area according to WHS legislation and your organisation’s duty of care as a PCBU (refer to WHS legislation, policies, procedures and programs in your report). d. A budget demonstrating the financial and human resources required to set up and run the WHSMS (estimate costs over first year of implementation). 6. Arrange a time to meet with the designated person in your organisation (or by arrangement with your assessor) who can approve the expense of your WHSMS and seek approval for the implementation of your proposed WHSMS. a. Ensure that during your meeting you present your report and seek advice in a way that guides the discussion to a successful outcome. b. Ask the designated person to complete a third-party report (Appendix 1.1) as evidence of your meeting. c. If you are being assessed in a simulated environment, include in your report how you would arrange this meeting, with whom, and how you would outline the budget requirements, then meet with the designated third party. 7. Submit your completed short-answer questions, WHSMS report and third-party report to your assessor within the agreed timelines. Retain copies of all documentation for use in Assessment Task 2.
