The assessment should take place in your workplace; however, parts of the assessment may be delivered using a simulated business, such as your RTO, if necessary. Speak to your assessor if you are unable to perform this assessment in your workplace. This assessment task has two parts. · In Part A, you will answer a series of short-answer questions. Write your answers clearly in the spaces provided. All questions must be answered, and you must provide enough detail to demonstrate your knowledge. If you require more space to record your response, attach a page clearly marked with your name and the unit title. · In Part B, you will prepare a written report detailing your recommendations for a WHS management system (WHSMS) that includes all organisational requirements, then seek approval for implementation from the leadership team. Procedure Part A: Understand and apply WHS legislation Review your workplace’s operational policies and procedures, risk management and financial information, and research relevant WHS legislation to answer the following questions. 1. How does your organisation communicate its commitment to complying with WHS legislation? 2. You must understand the WHS legislative framework to review and update policies and procedures so that they meet WHS legislative requirements. a. Procedure
Part A: Develop risk management policies and procedures
1. You will prepare a folio of documents for this task using word processing software. To begin, review the following items:
a. the materials you generated in Assessment Task 1
b. organisational policies and procedures
c. relevant WHS legislation.
2. Adapt, amend or develop the required policies and procedure/s for WHS risk management for your organisation. You must:
a. identify inadequacies in existing policies
b. define the organisation’s approach to WHS risk management and commitment to legal compliance
c. include procedures for:
i. identifying hazards
ii. analysing the level of risk for each hazard
iii. using the hierarchy of control to determine appropriate treatment of risks and ensure compliance with WHS legislation
iv. ongoing risk management practices such as risk audits, observations, performance review and consultation
v. reassessing the identification of hazards at the initial stages of any workplace change to ensure that new hazards are not created by the proposed changes and existing hazards are controlled
d. identify all required resources. Refer to and assist the organisation in complying with consultation requirements under the WHS Act, including where procedures should identify duty holders and their responsibilities.
Note: Policies and procedures may be sourced and adapted, rather than written.
3. Develop a recordkeeping policy and procedure:
a. include templates and procedures for collecting information on hazards, incidents and actions taken, such as incident reports and risk registers
b. use data processing software (e.g. Microsoft Excel, Google Sheets) to create a system that can identify patterns of incidents within the workplace.
Note: Policies, procedures and templates may be sourced and adapted, rather than written.
Part B: Consultation and risk control plan
4. Arrange a time to participate in a role-play with your assessor and at least one other person. The role-play participants will play the roles of two employees (a work group member and the health and safety representative – HSR).
You will be given 15–20 minutes to prepare for the role-play. Develop some open-ended questions to ask the workers and HSR during the exercise. For example, questions could start with:
· ‘Tell me about…’
· ‘Can you expand on…?’
· ‘Could you talk to me about…?’
Your task is to discuss and agree on worker participation arrangements in accordance with WHS legislation. The following simulations will apply to your role-play:
a. During the discussion, the HSR raises concerns regarding the procedures for hazard identification within the organisation and effective risk controls. You discuss this with the workers and the HSR.
b. The workers tell you that they are concerned that no-one speaks to them about hazards and risks in the workplace, and that they do not participate in hazard identification and risk assessments.
c. The assessor will give you a scenario in which one worker tells you about hazardous working conditions in the factory they are concerned have not been identified. The other worker tells you about risks that they reported but were not acted upon.
d. The HSR believes that there needs to be consultation arrangements written into hazard identification and risk assessment procedures.
e. Discuss with the HSR and the workers what needs to be included in the procedures to ensure they are included in hazard identification and risk assessments.
Document the consultation using the first page of the template in Appendix 2.1. Your assessor will observe your role-play using the observation checklist for this task. Read the checklist first to ensure you understand what is required.
5. Use word processing software to write a plan for implementing appropriate measures that control the identified risks. When writing the plan, use language that is easily understood by all employees. Include in the plan:
a. timelines, resources and individual responsibilities
b. any changes to procedures, along with any new procedures to be developed
c. details of participation and consultation:
