A shocked and terrified American public needed something more to be done after September 11 to protect the United States from terrorist attacks. The Bush Administration, reacting to this overwhelming public opinion and the immense sense of weakness exposed by the successful Al Qaeda attack against the United States, rushed to put in place a series of steps to respond to public fears and strengthen the capacity of the nation to cope with terrorism. The agenda of the steps and actions that followed was called a "Homeland Security" initiative, a program that was considered, at least initially, to be a significant national priority. The questions about the state and national security are more integrated after the attack and thus, the formation of DHS and its alignment with various other security agencies is the outcome of the same.
