The following steps should assist you in preparing for this assignment:



  1. Identify a social policy and issue that is important to you that urgently needs to be changed and start framing a change proposal(Please note: Your proposal MUST align with AASW Codes of Conduct, Ethics, and Position Papers)

  2. Familiarise yourself with the legislation and policies associated with this issue (focus on one tier of government – i.e. State/Territory or Federal Government – only!)

  3. Become familiar with Carol Bacchi’s WPR approach, if you have not already. Apply Bacchi’s approach to the policy issue in question. What do you find?

  4. Become familiar with thePolicy Advocacy Toolkitif you have not read it already. In particular, make sure you understand Chapters 3 (pp. 58-68) and 4 (entire chapter - you can skip the case studies).

  5. Write an essay that encapsulates the key following elements of an Advocacy Planning Framework (justify your answers referring to a range of publications):




  • What are the Key Obstacles to Change?

  • What Leverage do I have and how could I increase this Leverage?

  • What type of change is likely to be favoured by key stakeholders – incremental to radical?

  • What kind of Actors, networks, and power intersect with these policies – who are the key stakeholders?

  • What kind of decision-making practice is involved in change these policies – how are decisions really made?

  • What are potential timing and openings in the targeted process that might contribute to the success of the advocacy project?

  • What is the current thinking regarding the social problems these two policies seek to address (this refers to popular opinion)?

  • What are the current positions – aims of social policy, values andideologies -of key actors (how are they different from your proposal)?

  • Set a Feasible Advocacy Objective and justify it given the above context
