The analysis begins with the assumption that laws are not intended to take hearing of extraterritorial application to attain a contrary conclusion, a court should have clear proof of legislative intent.  The jurisdictional thoughts in the statute, while broad, is unclear regarding extraterritorial application.  the Act provides no mechanisms for foreign enforcements and contains no provisions for issues and adherence with foreign laws, as most statutes with foreign application do.  In this case, Arabian American Oil case (Plaintiff), which has intervened, urges extraterritorial application
