Does the project include (and rely on) outsourcing
some of the scope of work? If so, has a sourcing
strategy been established and adequately reflected in
the project plan? Are sourcing decision-making
processes and authorities understood by all involved in
that process? Have all lead times (including shipping
and receiving), costs (including nonrecurring,
recurring, expediting), and management support been
accounted for appropriately?
