Outcome 1. Acquire a knowledge base for conceptualizing international social work practice in the areas of social policy, direct practice, research, cross-cultural collaboration, and human development in the context of social environment. 1. [e-publication originally] Module 8: Framework within A Framework Table of Contents Introduction This lesson is intended to aid students in completing the final assignment in the course, which is to use a framework to guide how international social work practice (ISW) can address a global social problem. The first objective is to understand what is meant by framework. The second objective is to identify a global social problem and justify the need for social work to be involved in addressing that particular problem. The third objective is to discuss the importance of a framework for planning social work involvement in addressing a selected global social problem. Definition of Framework According to the Merriam-Webster definition, a framework is a basic conceptional structure as in ideas within the framework of the United States Constitution and the framework of society. A framework may also be perceived as a skeletal, openwork, or structural frame (www.Merriam-Webster.com (Links to an external site.)). Another definition suggests that a framework is a system of rules, ideas, or beliefs used to plan or decide something, such as a plan for change (https://dictionary.cambridge.org/dictionary/english/framework). (Links to an external site.) The latter definition is one that seems best to consider when one is developing an international social work plan to address a global social problem. Global Social Problem Healy (2008) identified numerous global social problems that warrant attention within the context of international social work (ISW). Healy identified that following global social problems: (a) women's reproductive issues, (b) gender violence across the world, (c) human trafficking, (d) sex trafficking, (e) child labor, (f) children living on the streets, (g) soldiering of children, and (h) disasters. The list is by no means an inclusive list of global problems, but in order to identify any global social problem, it is necessary to validate it with the statistics that show the salience of the problem, and especially statistics that show the problem should be of interest to social workers in international and transnational arenas. There have also been numerous global problems addressed in the videos, readings, and lessons, such as privacy when it is viewed as a human right (Floridi, 2016; Rosseler, 2018). ISW Framework to Address A Global Problem In addition to human rights and development frameworks for ISW, Healy (2008) also highlighted the importance of additional frameworks in the last chapter of the text that can be used to illustrate how social workers can be involved in addressing global social problems. Those include multiculturalism and/or cultural competence (Christen, 2015; Foronda et al. 2016), social inclusion/exclusion (Magazzini, 2018), security (Marushiakova & Popov, 2017)., sustainability (Pyles, 2017), and civil society frameworks (Healy, 2008). For example, the sustainability framework has implications for how social workers might be involved in climate change or ocean cleanliness across the world. Security or lack thereof has implications for how social workers can address food insecurity in various parts of the world, including in neighborhoods in the United States that are transnational (Zapata-Barrero, 2018). Selection of Framework Regardless of the framework one uses to plan how social workers might be involved in addressing global social problems, the propositions of the framework should be identified and linked to the selected global problem in a meaningful way. For example, if one were to use sustainability as a framework for ISW to address global warming, a key proposition of this framework is its fit with the ecological perspective (Healy, 2008). By comparison, a civil society framework for ISW to address human trafficking, specifically the sale of persons for cheap labor, might focus on social work involvement with non-governmental organizations (NGOs) that focus on human aspects of life or organizations that are not connected to the government or business/economy components of society. Level of Social Work Practice Within the context of the framework selected to address a particular global problem, a decision must be made about the level of social work practice that one thinks can best address the problem. Ideally, a social worker would want to address the problem at all levels of practice, i.e. the micro, mezzo, and macro levels of practice. However, it may be that the intervention is needed more at one level of practice than at the other two levels in order to address the problem, but in any case, the decision about level(s) of practice will also drive the overall goal identified to address and/or contribute to addressing the problem. Goal of Practice A goal is the intended outcome of practice, and in the framework selected, a goal of social work practice is the change in the global social problem that a social worker expects and wants to see relative to what s/he knows about the problem. While the propositions of the framework inform both the level(s) and goal of practice, it is also extremely important to determine a goal relative to the statistics that make a situation a problem. For example, the statistics may indicate that hunger insecurity Is due to lack of food or the lack of sufficiently healthy food. More specifically, if a decision is made that international and transnational social work practice is needed at the micro level, then the outcome(s) will be changes in individuals, groups, and families, depending on the desired change. If the decision is made that practice is needed at the mezzo level, then outcomes will be changes in neighborhood, school, or community. At the macro level, the outcomes will be changes in country/countries, usually through policies and/or regulations. In most cases, the problem will likely need to be addressed at all levels of practice, however, addressing a global social problem at even one level can be challenging. International/Transnational Social Work Intervention Evidence-based practice (EBP) requires that a social work intervention be effective in addressing a particular problem or crisis. Much research has been focused on EBP at the micro level with individuals and families, and it is well documented that cognitive behavioral intervention (CBT) is effective for use in addressing many problems that individual and families experience. However, there are additional interventions, such as solution focused (SFT) and narrative interventions, that show much promise. It is most important that the intervention be selected and implemented in a way to most effectively address the problem and achieve the desired outcome, and in this regard, the cultural factors take on particular salience in ISW. At the mezzo level, there is less research on EBP per se, which may be due to the tendency for social work practitioners to favor micro level practice. As such, they are less likely to conduct applied research in neighborhoods, communities, and schools. The literature on social development has utility in identifying promising practices in international arenas of practice (Huss, Kaufman, Avgar, & Shuker, 2016; Pyles, 2017). There is also a considerable amount of literature on community work in the United States that can be adapted to a global social problem in communities across the world. Likewise, there is little information about ISW and social policy change in international settings, especially policy analyses that show the intent of a policy, its implementation at various levels, and outcomes of the policy, particularly from the perspective of consumers when policy is in-action (Cabral et al., 2016; Stone, 2017). Measuring Outcomes The outcome in a framework should be a measure of the intended goal of ISW practice and the intervention. Whenever possible, the before and after measure of the intervention should reflect in some way the progress made in achieving the overall goal. At the very least, the outcome of the intervention could be a measure of satisfaction or some other consumer/client perception of negative or positive change. Creating the Framework A framework is the system of ideas and/or beliefs a social worker can use to address a particular global social problem after seeing the statistics that illustration the nature of the problem. For example, if a social worker were concerned about the exclusion of the Roma in Eastern and Western Europe, the social worker will also consider the extent to which Roma people have been reluctant to assimilate into European communities. While the social inclusion/exclusion framework seems to be the obvious framework to use in addressing the Roma situation, the security framework may have utility relative to insufficient housing and/or food. The propositions of the selected framework are used to meaningfully connect it to the social problem.
