Critical Thinking Paper # 1 “The Social Security Dilemma” Background Information: The original Social Security Act, signed into law on August 14, 1935, grew out of the work of the Committee on Economic Security, a cabinet-level group appointed by President Franklin D. Roosevelt just one year earlier. The Act created several programs that, even today, form the basis for the government's role in providing income security, specifically, the old-age insurance, unemployment insurance, and Aid to Families with Dependent Children (AFDC) programs. The old-age program is, of course, the precursor to today's Old-Age, Survivors, and Disability Insurance, or Social Security, program. The program was primarily created by President Franklin D. Roosevelt to offer retired workers supplemental income during their retired years. It was never intended to be a stand-alone pension. Although the Great Depression was a catalyst for the creation of the Social Security program, the idea of social insurance predated the committee's work and the Depression. As early as the 1880s, Germany had built a social insurance program (one requiring contributions from workers) that provided for sickness, maternity, and old-age benefits. Specific Information: For 2018, an employee will pay: a. 6.2% Social Security tax on the first $128,400 of wages (maximum tax is $7,960.80 [6.2% of $128,400]), plus b. 1.45% Medicare tax on the first $200,000 of wages ($250,000 for joint returns; $125,000 for married taxpayers filing a separate return). In order to save the program, government leaders will have three options: 1) Increase the Social Security tax to current workers, 2) Increase the retirement age for current workers, or 3) A combination of increasing the Social Security tax and increasing the retirement age for current workers. The options indicated above will hurt the current members of the workforce, especially younger people. Younger workers will receive less money in their retirement than the current retirees because much of the money is being paid out to current retirees who paid a lower Social Security tax, and who are living longer because of better healthcare today. There has been a wealth of demographic information that suggests that wage inequity has been growing in recent years despite government legislation (Equal Employment Opportunity Act and Affirmative Action) which were enacted to prevent such injustices. It would seem that our global economy could greatly benefit if we practiced egalitarian principles in our society. Marching Wage Inequalities in America: An Empirical Study
An increase in the wage inequalities and a real slow growth in the per hour wage rate for a large chunk of workers have been an underlining feature of the labor market in America. The trend has been continuing since last four decades despite of the fact that there
has been a consistent increase in the productivity of the entire economy. Interestingly there has been a fall in the rate of unemployment and thereby increased participation of workforce in the labor market but sadly most of the workers have just received a moderate increase in their remunerations. Also, the workers who have received a major increase in their wage rates are just overcoming the ill effects of the great depression and have not experienced any improvements in their standard of living. This research article is an attempt to analyze the data that is extracted from the current population survey and thus attempts to give the details regarding the wage trend highlighting the wage distribution, education category and also attempts to list down the wage differentials arising because of the racial and gender differences.(Bivens, Et,al 2014)
The data published by the Current Population Survey (CPS) was used to analyze and find the key trend in the wages and the labor market scenario. The following points were duly taken care while using and analyzing the CPS data:
1. Due caution was exercised while analyzing the data for the top-coding as this was the category of data that leads to enormous wage differentials and thus leading to increased inequalities of wages.
2. The data from CPS exhibits high volatility.
3. Extreme caution was exercised while analyzing year-to-year data as the sample data tend to change over the years.
The following points regarding the trend in the wage market was observed:
1. Wage Inequality: It has been observed that the growth in the wages were fastest for the workers who were already receiving the highest wages in the labor market, further leading to an increase in the disparity amongst the wages in the economy. The top 10 percent of the wage receivers have experienced the major increase in the wages.
2. Wage Inequality by Gender: The inequality in the wages has been increasing consistently but the increase in the wage inequalities amongst men is higher than the wage inequalities amongst the females. This is much because of the already existing high wages amongst the men and also the top wage receivers are men and hence a major jump in the wages at the top have further aggravated the problem of wage inequality amongst the men. Women have more or less received an equitable growth in the wages. Hence, the wage inequalities amongst women as comparatively reduced when compared to men.
3. Gender Wage Gap: The “Gender wage gap” refers to the difference between the pay scale that a woman and a man received at the same workplace for the same job profile and job conditions. There has been the existence of the gender wage gap in America consistently over the years, but the same seem to be shrinking in the last decade.
