From the sketch in Figure 5.23, the maximum storm surge measured during Hurricane Opal (October 1995) at a tide gage on a pier in Panama City Beach, Florida, was 8.3 ft. The normal (NGVD) water depth at the tide gauge location is 15 ft. Using the relationship for wave setup across the surf zone, Eq. (5.32), determine the maximum concurrent water level ηmax experienced near the place at which the total water depth is zero and compare it with the visually observed high water marks.
