Assessment Description The purpose of this individual proposal is to develop students’ skills in examining contemporary tourism and hospitality issues from legal and regulatory perspectives. This will enable students to apply learned theories, concepts and tools in weeks 10 to 12 to a real-world case. Assessment Instructions Choose the most recent disaster that has had a significant impact on the Hospitality and Tourism Industry. In making this choice, you are to conduct preliminary research to determine the availability of information. If you find that the number of credible sources about your chosen disaster is limited, please consult your workshop facilitator to discuss an alternative. Please note that the date range of the literature must not exceed five years. Once you have gathered a wide range of sources, you are required to identify and examine the legal and regulatory factors that a tourism/hospitality governing body must consider in the future to minimise/avoid the negative impacts of such disaster. More specifically, you are required to report on the following aspects: • A concise overview of the disaster and its impact on the hospitality and tourism sector (300 words) • Critically examine and analyse legal and regulatory issues that may have contributed to the impact of this disaster (400 words). • Propose a policy draft for hospitality and tourism governing bodies by stating its objectives, and involved stakeholders (400 words). • Provide a validation statement in which you must justify your recommended policy draft and its significance (400 words). In creating your report, you will need to use at least 12 sources of information that are referenced in accordance with Kaplan Harvard Referencing Guide. These may include corporate websites, government publications, industry reports, census data, journal articles, and newspaper articles. Bushfires in Australia are a consistent incidence that have tremendously affected the nature of the continent over millions of years. There has been many wildfires incidence In Australia which has severely affected the environment and the impacts are still ongoing. Lately the occurrenc
e of 2019-20 Australian Bushfire season was devastating. According to survey, Australian deadly bushfire have been occurred due to a combination of prolonged drought, extreme heat and strong winds. The country is said to be in the grip of a heat wave, with having a record breaking temperature over the last three months. As of 14 January it is estimated that 18.6 million hectares which is 46 million acres; 186000 square kilometres; and around 72000 square miles burnt due to wildfires (Burton, Jesinta , 2020). Around 5900 buildings were destroyed which included 2779 homes and 34 people lost their lives (Tiernan, Finbar; O'Mallon, Eamonn 2020). An estimated one billion animals have been killed which includes some endangered species which may be in the verge of extinction. The biodiversity got severely affected. The cost of dealing with wildfires has been in rise and is estimated that it will exceed the A$ 4.4 billion of 2009 Black Saturday fires (Reuters,2020). The smoke has spread approximately 11000 kilometres (6800mi) across the South Pacific Ocean to Chile and Argentina according to reports. As of 2 January 2020, 306 million tonnes (337 million short tons) of carbon dioxide was emitted according to NASA (Lee, Heesu, 2019). State and federal authorities are still struggling to calm the massive blazes of Australia even after seeking help from fire fighting assistance from different countries including the United States.
Due to this the even tourism sector revenue have fallen drastically and is estimated to have deceased more than A$ 1 billion. Melbourne (Reuters) which is Australia’s peak Tourism body has reported that around 690 million losses were incurred to the tourism industry in Australia. Therefore, they have asked the government for the urgent help to lure back the visitors. Tourism accounts for more than 3% of Australia’s A$1.95 trillion economy, with 9 million foreigners visiting the country annually and domestic tourism growing. Simon Westaway, executive director of Australian Tourism Industry Council (ATIC) stated that “People have basically stopped travel,. He also said that around 60 percent accommodation bookings were cancelled in non-fire zones and in fire affected areas there were no tourist at all. Therefore, it is a major concern which needs to be taken care of.
Legal and regulatory issues that have contributed to the impact of this disaster
Australia remains in constant threat of wildfires therefore government takes different precautionary actions to avoid bushfires. But it is also said that due to the ignorance of the government to manage the ecology properly, Australia is paying the price for it. One such precautionary step which is believed to be effective is “controlled burning”. But after the recent wildfire in Australia which broke out in 2019, there has been a constant debate on controlled burning as a means to stop fire spreading. This involves intentional starting of fires under controlled conditions to wipe out low lying inflammable materials alternatively referred to as prescribes or hazard reduction burning. It is not the same as back burning which is done to slow down the impact of approaching wildfire by stripping the ground of vegetation.
