Weighting 45% Length 2,500 words ± 10% (excluding title page and reference list) Learning outcomes 1, 2, 3, 4 Purpose Students have completed an annotated bibliography for Assessment 2, and that material should be used towards Assessment 3. Assessment 3 will assist students to apply their learning to a particular industry sector, and tailor their argument to that sector’s specific challenges. It will give students the opportunity to enhance their research, analysis, critical thinking and written communication skills; particularly in the areas of argument development and essay writing. Before starting this assessment, please read the marking criteria (at the end of this document). Assessment Task For Assessment 2, you selected a sector to study (e.g. agriculture; construction; financial services; health care; hospitality; manufacturing; mining; retail; transport). You will write an essay on the key challenges in attracting and retaining a workforce in your selected sector. Your essay will draw on at least five themes from Week 1 to Week 11 of this unit, being those most relevant to your selected industry sector. Your essay will draw on the academic literature (including the annotated bibliography you developed for Assessment 2), and develop an argument applying that literature to your selected sector. You must cite at least ten (10) relevant peer reviewed journal articles, and 3 chapters from the Kramar textbook. You can cite other academic references such as books, conference papers, and book chapters but these will NOT be counted as part of the 10 journal articles. Referencing APA referencing. Introduction
Core objective of a procurement system is identifying responsibilities and task for of each and every participant in a signed project.( Stanford, M.S. and Molenaar, K.R., 2017)
The choice of the method of construction is one of the most important factors for the success of the project. Analysing requirement and characteristics of procurement system is very vital. There are many methods and techniques for the construction process but we need to understand the important components in the construction methodology. We need to understand the necessary ingredients and the positives and the negatives of each process. This report discusses 3 different types of procurement in the construction industry and also levels out the positives and the negatives of the processes. It also explains which method is useful for the success factor of what kind of construction. (Stanford, M.S. and Molenaar, K.R., 2017) Construction professionals are always keen to understand about procurement methods practiced in industry. The main types of procurement in the construction business are:
· Construction management
· General Contracting
· Design and Build
· Management Contracting
The other types of procurement methods which are working are given in the table below. This table specifies the function of the method and who is the active participant in each stage of the process
Construction is a business in which we have to find quality talent. Finding quality talent and then retaining them is one of the tasks that is severe in nature. The growth of the construction sector requires new and quality workers to be retained and trained in multiple activities so that the workers can participate in multiple tasks and the output from each worker can be increased. Employee retention is one of the main concerns in this industry and the cost of employee retention has been increasing with time.( Chang-Richards, A. Y., Wilkinson, S., Seville, E., & Brunsdon, D. (2016).)
The things that can affect the employee retention in a construction company are:

· Managers and Supervisors
· Clarity, Transparency and Communication
There are multiple other factors in the employee retention criteria such as pay, number of hours of working etc which shall be discussed in the later part of the report.
Types of Construction
Construction Management:
Construction Management is one of the main methods of procurement in which the work to be done is constructed by a number of different trade contractors. There is one construction manager who is incharge of the trade contractors. The manager is the one who directs the way the things are controlled. The client is the one who appoints the trade manager and the trade manager works as the agent for the client and administers and coordinates the working of the contracts.( Naoum, S. and Egbu, C., 2015) The construction manager is the one who has a lot of experience in the construction business and the knowledge of the construction manager can be used in this case to better guide the construction workers. The contract manager is included in the design stage in order to make him/her understand the project from scratch.( Fellows, Richard F., and Anita MM Liu, 2015)
General Contracting:
The traditional procurement method in the construction business is known as general contracting. The design of the thing that is to be made is given by the employer and the contractor has the responsibility to complete the task. The price of the contract is often based on the bill of quantities that are supposed to be required in the work which is given by the contractor. This method of procurement and construction is one of the oldest methods of construction and each and every construction worker is aware of this methodology. There are some times where the contractor is the one who prices the work to be done. An example of this is the things that are made from drawings. (Hughes, W., Champion, R. and Murdoch, J., 2015)
Design and Build:
This is a methodology in which the contractor takes up the job of both designing and also constructing. The employer gives the requirements and it is the job of the contractor and the sub contractor which is a part of the team to design the project and give the costing. A new type of design and build contracting is known as the turn key contracting in which the employer gives the requirements which are completed by the contractor in such a way that the owner just receives the turn key at the end of the project.
