Background to the Project
This project is based on a company (Merck) which is a diversified pharmaceutical, life science and chemical in Germany. It had started its business operations in the year 1668. The headquartered of the company is in Darmstadt, Germany. Moreover, the company has a strong base of a number of skilled and experienced employees which are more tha
n 52000 globally. Additionally, it is found that, Merck is mainly makes investments in the different types of construction projects. Furthermore, the Company had conducted various acquisition programs and it is decided that, it will rebrand the company into a single brand namely Merck. In the year 2014 (6 year ago), OGHQ (One Global Headquarters) program originated to position the new brand as an innovative science & technology company. The main feature of this is that it considers more than ninety diverse unified construction products with dissimilar sizes, shapes and forms (Rosenberger & Tick, 2019). Additionally, it is observed that, the overall investment for this was more than US$ 200m. Steven & Mark were the two chief managers who played fundamental role in leading as well as managing such projects successfully. Both these managers were hired and chosen to assist with the process where the company was facing serious issues/challenges towards the chosen of appropriate and effective procurement approaches. Both of managers have paid too much attention on the issues related strategy and governance. In the program management team, both internal & external experts were involved and they were answerable for the supervision & management of projects. External experts were employed because internal specialists were fully unable to manage, supervise, maintain and control the non-negotiable schedule and budget (Varajão, Colomo-Palacios, & Silva, 2017).
Reasons for the Project
There are a several specific reasons behind this project which the main and primary motive is to bring improvements in the construction sector. For case, in the European continent, Germany is one of the leading and maximum building stocks. It indicates that, the European construction industry is leading the global construction market and industry. Moreover, another major reason for this project is to be more familiar with the concepts, ideas and principles of PMBOK (Anantatmula & Rad, 2018). This project is also more effective in understanding various types of issues and challenges faced by a company. For case, this project helps in understanding how to deal and overcome various types of project management issues successfully. The main focus of the project is to bring major developments and improvements in the German construction industry (Skogmar, 2015).
Project Objectives
    It is found that, the following listed below are the major and fundamental objectives of the project such as:

· To create, find and develop specific approaches and ways to convey techniques linked with the past holes and difficulties

Constraints, Limitations and Risks
Low productivity, ineffective external factors and inefficient market function is considered as the main constraint of the German construction industry. This leads to market failure of different speculative and attractive as well as big-budget construction projects. A high amount of increment in the budget is another reason for project failure. There are several reasons which are responsible for this. The investment of the construction company in research and development, as well as skill development, is immensely low. This results in inadequate and inefficient process design and inefficient project execution. Due to all these reasons the construction industry of Germany still possesses the average rank in terms of growth prospect of the laborers and skill development (Zogning, 2017). These are the primary reasons behind the severe failure of different large size construction companies in Germany at the time of economic downturn. The other constraint of the industry is that the engineers, architects and other technical persons are not involved in the preliminary stages of the construction projects. They get involved after taking the final decisions by the client which may lead to missing out on significant factors.
