Context Project leadership is about inspiring the project team to do their best from the outset. This requires a combination of verbal and written communication skills and a range of applied leadership skills. One of the foundational documents that helps “kick off” a project is the Project Charter. The Project Charter describes the entire project in a short, succinct, and presentable document that can be shared with project staff or other stakeholders and aims to commence the project in earnest. The Project Charter helps to clarify the project context, the project team roles, and the goals of the project. Instructions You will be given a project case study to use in order to develop your Project Charter. Though all students will receive the same case study, it is expected that each student will think about the project from their own perspective as an up-and-coming project manager in order to formulate a unique Project Charter. Background of the project
The project started with the outbreak of a global pandemic called “COVID-19” around the world, and with this pandemic, there was a need for a COVID-19 vaccine to be made to defeat the virus and make the world live it is live like it used to live before the pandemic. The company “AstraZeneca” had all the capabilities to bring out a vaccine to defeat the virus, and there
fore it joined hands with the “University of Oxford” to create this vaccine to save lives. The partnership made sure that all the capabilities, along with the technical and supply chain effectiveness of both AstraZeneca and the University of Oxford make the most out of their capabilities and create a vaccine to be supplied to the world.
Reasons for the project
The reason for the project was simple both AstraZeneca and the University of Oxford wanted to create a vaccine (Andreadakis 2020) that could save lives across the globe that was lost every day since the day COVID-19 broke out across the globe. Also during the clinical trials during the early days of research by AstraZeneca’s researchers at Oxford University demonstrated some immune response and that gave the company even a larger reason to develop this vaccine that could be used by the world to save lives and win the fight against an invisible virus called “COVID-19” that was so deadly that it has taken more than 1 million lives across the globe.
Project Objectives
The project objectives were as follows:
· Setting up of a Research & Development division to perform clinical trials at a faster rate and identify the immunity of the solution
· To develop a vaccine that can fight the virus
· Provide the vaccine on a not-for-profit basis
· Become successful and help the global fight against the deadly pandemic through continuous research and commitment
Proposed project management approach or methodology/methodologies
The project management approach that the company took to be efficient and effective at the same time in developing the vaccine was the “Critical Path Method”, which identified the gaps
Building from the Ground Up
The first step that was taken by AstraZeneca was to build the project from the ground, and in doing that they identified three gaps:
1. Identify internal project managers who are experienced in a vaccine development
2. The best project management processes fit for moving the project at speed
3. Internal contracting organization to support the project
Establishing a PMO
The first step taken by the company toward the project management was to create a PMO (Project Management Office). This was needed because before this instance the Research and Development unit of AstraZeneca did not have any PMO (Project Management Office). After all, the company never had a project like the COVID-19 vaccine project that required a PMO.
Then the company identified the roles that the PMO (Project Management Office) will perform, this was on a priority basis because the time pressure was enormous on the company to build the vaccine.
1. Integration of schedule and budget: The company adopted a very effective enterprise system to support the billing of the contracts to the United States government and also setting up the costs
2. Contract management: Contract management made sure that there is a centralized resource for the team members and all the functional owners to understand the various terms and conditions while setting up a contract with the different governments and other entities taking care of the supply of the vaccine across the countries
3. Team process guidance: A effective training and guidance were needed for the team members to learn about the ways to work with various government contracts, and at the same time take into consideration the time coefficient and client confidentiality
4. Risk Management: The PMO made sure that the risks were understood by the team members because managing risk was necessary to become more efficient...
