Key deliverables The high-level project and product deliverables. These will be further elaborated in the project scope statement. High-level requirements The high-level conditions or capabilities that must be met to satisfy the purpose of the project. Describe the product features and functions that must be present to meet stakeholders’ needs and expectations. These will be further elaborated in the requirement documentation. Assumptions and Constraints Initial assumption about scope, resources, funding, limitations, budget or fixed due date etc. Overall project risk An assessment of the overall riskiness of the project. Overall risk can include the underlying political, social, economic, and technological volatility, uncertainty, complexity, and ambiguity. It pertains to the stakeholder exposure to variations in the project outcome Project objectives and related success criteria Project objectives are usually established for at scope, schedule, and cost. The success criteria identify the metrics or measurements that will be used to measure success. There may be additional objectives as well. Some organisations include quality, safety, and stakeholder satisfaction objectives. Summary milestone schedule Significant events in the project. Examples include the completion of key deliverables, the beginning or completion of a project phase, or product acceptance. Approved financial resources The amount of funding available for the project. May include sources of funding and annual funding limits Key stakeholder list An initial, high-level list of people or groups that have influenced or can influence the project success, as well as those who are influenced by its success. This can be further elaborated in the stakeholder register. Project exist criteria The performance, metrics, conditions, or other measurements that must be met to coincide the project. Assigned project manager, responsibility, and authority level The authority of the project manager with regard to staffing, budget management and variance, technical decisions, and conflict resolution. Name and authority of the sponsor or other person(s) authorising the project charter The name, position, and authority of the person who oversees the project manager for the purpose of the project. Common types of authority include the ability to approve changes, determine acceptable variance limits, resolve inter-project conflicts, and champion the project at a senior management level. Introduction
Purpose of Project Charter
The Future Melbourne 2026 project charter documents and tracks the necessary information required by Melbourne Council to approve the project for funding. The project charter includes the needs, scope, justification, and resource commitment as well as the project’s sponsor(s) decision to proceed or not to proceed with the project. It is created during the Initiating Phase of the project.
The intended audience of the Future Melbourne 2026 project charter is the project sponsor and senior leadership.
PROJECT OVERVIEW
According to the Future Melbourne 2026 plan, the purpose of this charter is, “To make Melbourne a great place to visit that welcomes all international and domestic leisure, business and student visitors. It will be dynamic, engaging and accessible. As a great place to visit, it will offer diverse experiences that are easy to find, enjoyable, encourage participation and help people connect.”
The major components would include but not limited to
· Tourism attraction and activities
· Accommodation
· Tourist facilities and services
· Infrastructure
· Transportation facilities and services
· Institutional framework
It would be able to inspire and motivate visitors, deliver memorable visitor experiences, grow tourism and ensure a sustainable industry. This, in turn, would generate income or economic benefits for the government which could be distributed for spend on social causes like health and education.
Background
“In June 2015 Melbourne City Council resolved to initiate a refresh of the Future Melbourne plan since it was completed in 2008 and that it was time to refresh the plan for the city’s coming decade.
In December 2015 the City of Melbourne appointed six leaders from Melbourne’s community as ambassadors to lead and guide the refresh of Future Melbourne.The Ambassadors decided that the process to be done in three phases running from February through to June 2016.
Phase one was the ideas phase. All in all 970 ideas were produced for the future accompanied by a range of facts and statistics about the city.
In phase two, the synthesis phase, these ideas were analysed and then synthesised as a commentary on each of the Future Melbourne 2008 vision and goals which suggested directions for refreshing the 2008 plan.
Finally, phase three was the deliberative phase. A citizens’ jury of 50 people, selected famong 7,000 respondents who live, work or own a business in the municipality, was appointed to review and rewrite the Future Melbourne plan to make it relevant for the next 10 years to 2026.
The citizens’ jury used the information produced in phases one and two to inform their review and rewrite of the plan and produced their refresh of Future Melbourne 2026 and their draft over to the Ambassadors for their review.
In August 2016 the Ambassadors commended Future Melbourne 2026 to Council after making number of changes to ensure clarity of expression and intent. The plan will be a resource for future Councils to use when they develop their four-year Council plan and a basis for other groups and organisations in the city to chart a common course into Melbourne’s future.”
