Quality Planning defines how to meet requirements while balancing time and cost (Wright & Lawlor-Wright, 2018). The new generation of Boeing 737 was created because of a market push to stay competitive. Quality planning requirements of the Boeing 737 Max was a safe method of travel with focus on fuel efficiency (Webb Yackee & Haeder, 2019). A review by the Joint Authorities Technical Review (JATR) found that there were processes in place for the Boeing 737. As the Boeing 737 Max was manufactured as the next generation of an existing aircraft, manufacturers were able to reply on outdated preapproved processes that failed to identify the system failures and lack of compliance in the new systems (Federal Aviation Administration, 2019). Quality Assurance is meant to prevent defects before they occur. The pressure to stay competitive with Airbus was forcing the project to be completed faster, however, when a change to the engine placement resulted in altered aerodynamics, Boeing to installed automated correction system (MCAS) to counter the nose tip (Webb Yackee & Haeder, 2019). The installation of the MCAS highlights that Boeing was aware of the potential for the plane to stall due to design alterations. They took some preventative measures, but these were not sufficient. Prior knowledge, failure to complete proper testing on the new system and the Federal Aviation Administration’s failure to oversee proceedings also brings into question the quality control of the Boeing 737 Max. Quality Control is aimed at detection of issues once PAGE 2 they have occurred (ISO, n.d.). The issue is that once Boeing was made aware of the problem, they had a responsibility to control the quality by testing the existing planes for defects, ensuring the new MCAS system was sufficient in correcting the problem and ensuring transparency with customers. Transparency alleviates quality defects and increases accountability (Hess, 2015). It can also be argued that these disasters occurred because Boeing did not have a suitable process in place for change management. This would indicate the statement that “the grounding of the Boeing 737 Max aeroplane demonstrates failures in compliance with stablished project management processes” as untrue as there was no process to follow for change. Change should not be implemented as an afterthought, there should be a strict and rigorous set of rules and processes to follow, this is especially true for the aviation industry due to the high risks involved. Change control is defined by PMBOK as a process that ensures changes made to the project, whether it be to scope, time, budget, quality ect, the changes be identified, evaluated, approved, deferred or rejected (Project Management Institute, 2017). Boeing failed to revaluate the project as it was seen as a change to an existing plane, rather than a new project ( Federal Aviation Administration, 2019). This does however also indicate that although Boeing may not have had an established change process, it is a common process and is well established within the project quality study. In conclusion, the arguments presented indicate that Boeing failed to comply with established project quality processes, ‘their own and otherwise’. This resulted in the grounding of the Boeing 737 Max after the loss of human lives. The cost of poor project quality and lack of quality processes is overtly evident throughout the study of the disaster. It is recommended that Boeing implement a quality management plan, quality assurance and control.
