In 2013, the one-child policy was changed to allow couples to have a second child if either of the parents is an only child. This one change permits an estimated 10 million couples to have a second child. In 2015, the policy was changed again to allow all couples to have two children. One rationale given for that change was that China’s low birth rate was beginning to impair the country’s economic growth, creating a population with too many elderly people and too few workers. State media today encourage women to return to the home and have babies (Fong, 2016).
