Introduction
In the present scenario, stakeholders are considered as one of the most critical components of a project. In simpler terms, stakeholders are defined as the people or parties who are affected by the activities and operations of a particular project. Therefore, it is the responsibility of project managers and authorities to make sure that the interest and objectives of stakeholders are well taken care of during a project. A successful project is termed as the one who is able to meet or exceed the overall expectations of the stakeholders (Nicholas and Steyn, 2017
). It can be expressed that the views and opinions of stakeholders are required to be considered during decision-making and strategy formulation of a project as they are directly or indirectly affected by the project. The project management authorities are also required to understand the fact that key stakeholders have the potential to either make or break an entire project (Heagney, 2016). Happy and satisfied stakeholders are also considered as some critical components of a successful project.
The present study outlines the stakeholder breakdown of a project which is developing a parallel runway to the Sydney Airport. Furthermore, the entire plan for stakeholder engagement for the project has been developed and outlined in the current study. The stakeholder mapping along with different types of methods which will be used for stakeholder engagement is also explained in the present report.
Stakeholder breakdown for the project
Nowadays, stakeholder analysis is considered as one of the most critical factors which contribute to the success of a project. Stakeholder analysis is defined as an important process which provides the project authorities with an opportunity to analyse the overall power and interest of stakeholders associated with the project (Bourne, 2016.). Key stakeholders are further considered as people and parties who have high power and high interest in a particular project. On the other hand, people or parties with low power and low interest are considered as the stakeholders who are least important in a particular project.
Considering the case of the present project which is associated with the development of parallel runway to Sydney Airport, the stakeholders can be broken down into different categories which are mentioned below as:
Top management
The top management of Sydney Airport is going to be the key and most critical stakeholder in the project of developing parallel runway. The top management is considered as a major stakeholder because it is the group of people who are going to take all decisions and develop all strategies for the construction of a parallel runway at Sydney Airport. It can also be asserted that adequate support and assistance from the top management is vital in carrying out the project of developing a parallel runway and accomplishing the desired objectives (Eskerod, Huemann and Savage, 2015). The top management of Sydney airport is also considered as a critical stakeholder because these are the individuals who will be approving the strategic plan and providing resources for the completion of the entire project.

The project team
Individuals employed in the project team are also going to be the critical stakeholder during the entire project. It is the efforts and ideas of these individuals who will result in the development of parallel runway and the accomplishment of the entire project in the best possible manner. The project team will consist of a project manager and other support staff which will place their efforts in the completion of the parallel runway (Kerzner, 2017). It will be required by the manager to provide adequate leadership and directions to the staff members so that smooth flow of all operations and activities can be carried out. The project team will also be responsible for dealing with issues and problem faced during the project of developing parallel runway.
Contractor, subcontractors and suppliers
The contractors, subcontractors and suppliers are also going to play a critical role in the accomplishment of the project goals and objectives. It can be asserted that the project manager will be required to manage and deal with the architect, consultant and suppliers in the best possible manner (Mok, Shen and Yang, 2015). While working with suppliers and contractors, issues linked with cost overruns, quality of work and schedule slippage can be encountered during the project of developing parallel runway.
Government
Government is also going to be an important stakeholder in the runway project, and it will be required by the project managers and authorities to follow the rules and regulations developed by the government regarding construction of a runway at the airport. Furthermore, permission from the government and related departments will also be required to start the project and carry out the smooth flow of all tasks and activities within the same.
Customers
Customers are also considered as critical stakeholders in a project because they have the power to reject or accept a particular project (Heldman, 2018). To enhance the degree of stakeholder such as customers, the project manager will be required to understand and consider the need and requirement of customers.
Stakeholder mapping
Stakeholder mapping is defined as the process in which project managers emphasises on identifying the degree of influence of various stakeholders. Furthermore, stakeholder mapping is also considered critical because it increases the chances of a project getting successful. On the other hand, inadequate or ineffective mapping results in increasing the chances of issues and difficulties within a project (Kerzner and Kerzner, 2017). Stakeholders mapping is vital because it assists in prioritising the needs and interest of people and parties who are directly or indirectly associated with a project. The process of stakeholders mapping consists of four major stages which are identifying, analysing, prioritising and engaging the stakeholders.
In the first stage, identification of the key stakeholders is carried out and considering the case of runway project; it can be expressed that top management, customers, project team, subcontractors, contractors and suppliers and government are going to be the main stakeholders associated with the project. In the second stage, an analysis of the need and expectation of different stakeholders will be carried out. For example, the project team wants engagement in areas such as decision-making whereas the top management will expect the development of an effective and high-quality runway (Cascetta et al. 2015). In the third stage of the process, stakeholders will be prioritised on the basis of their needs, roles and expectations. In the last stage, the project manager will focus on engaging the stakeholders, and the objective here will be to win adequate support from the stakeholders.

The top management and project team has been grouped into the category of stakeholders who needs to be kept completely informed (Crawford, 2014). It can be expressed that information linked with each and every activity and task associated with the runway project will be provided to the project team and top management of the airport. On the other hand, the government has been categorised as a stakeholder that needs to be managed most thoroughly during the entire project. The project manager will need to make sure that the development of runway is carried out according to the rules and regulations developed by government and other related authorities (Schwalbe, 2015). Other than this, customers are the stakeholders to which minimal contact during the entire project will be required. The project manager will be required to anticipate and focus on meeting the needs of the stakeholder who are suppliers, contractors and sub-contractors.
