The Chief Executive Officer, Mr. Larson, and the Chief Financial Officer, Ms. Johnson, would like to increase the efficiency and effectiveness of the HR functions, as well as reduce overall HR costs. Mr. Larson and Ms. Johnson would like you, the HR Director, to serve as the change agent of the project. In this assignment, you will develop a plan and analysis (the planning and analysis phases of the systems development life cycle [SDLC]) of the current business based on the details of the scenario.

Introduction and Plan


  1. Detail the current situation for the company, focusing on the issues that the organization is currently facing from using a legacy HRIS. Explain your plan for moving forward to address these issues.


Needs Analysis


  1. Based on the issues the organization is currently facing, identify the new system needs. Identify change team members who will help identify system need, and specify their role and responsibilities.


Interview, Questionnaire, Observation, or Focus Group


  1. Determine how additional data will be collected regarding system needs. Determine how the change management team will collect data during the exploration phase. Specify whether team members will use interviews, questionnaires, observations, and/or focus groups to collect data from end users. Provide at least five essential questions that will be asked of end users via interview, questionnaire, observation, or focus group.


Conclusion


  1. Explain two to three reasons why the company would benefit from adopting an HRIS. Focus on how the HRIS would address the current HR needs of the organization.

Larson property management, California’s one of largest property management companies having more than 1000 employees is a company providing full array of development
and management services in commercial sector. Several activities included under its area are construction, maintenance and repair of commercial properties, billing services for commercial real estate clients, complete management services for retail buildings, apartment complexes and commercial offices and financial management.
There has been significant growth and expansion in company in last 5 years resulting in need to hire more employees so as to conduct its process and operations smoothly without any hindrance. For the management of applicant and employee databases, Larson property management is dependent on legacy HRIS system that runs on a client-server computer system.
The system was working well till the number of employees was less but as with expansion, it increased, so managing the database has crossed its capacity. Main functions that legacy HRIS has is storage and retrieval of data associated with applicant and employee. For other processes like recruiting and follow up, manual work via a clerk is required who needs to manually enter data followed by application test result and then about offer of employment being made or not. Also, sometimes during the material review from one person to another, sometimes files get misplaced.
The plan to work out this situation is replacement of legacy HRIS with the new HRIS system with additional features like ATS (application tracking system) to reduce the manual work by clerk and bring up the paperless hiring. Also, the storage capacity needs to be increased keeping in mind the expansion and growth rate.
Needs analysis
The new system needs to have several functions, out of which few crucial ones are listed as follows-
· Management of requisition and job openings approval.
· Resume and job applications storage.
· Query function to retrieve data. (Job applicant matching job requirement)
· Automated tracking system for progress of a candidate through recruitment and selection process.
· Automated reporting function.
· e-HR functionality including job postings through website of company and external job posting services.
