Introduction
    Hurricane Katrina occurred in the month of August in the year 2005. The storm hit the cost of Louisiana and was a category 5 tropical cyclone. The cyclone caused over 1200 deaths and damage of $125 billion to the property was estimated. This is considered one of the worst storms in the history of United States. The city of New Orleans and surrounding areas were devastated by this hurricane. Through this paper, the four key elements in emergency response to a specific incident have been critically critiqued in terms of the response given by them. The paper shall also recommend alternative actions that could have led to better outcomes.
Emergency Response Including Resources from State and Federal Agencies
    Americans expected better response from the state and federal agencies however; these agencies failed miserably and left the people, who suffered disappointments and frustration. The citizens were of the opinion that the government was unable to handle the crisis efficiently. The emergency plans that government came up with including small plans, the National Response Plan lacked coordination among departments and agencies, and therefore, these plans helped the Americans almost negligibly (The Federal Response to Hurricane Katrina, 2006).
    The system of homeland security failed miserably and it became difficult to manage the situation. The response from the state and federal agencies could have led to better situation if the National Incident Management System (NIMS) and National Response Plan (NRP) could have coordinated with the federal and state government to support the local agencies while handling such adverse situations. The hurricane was so fierce that the means of communication was totally damaged and therefore, the lack of coordination among various agencies was quite a lot significant. The outcomes...
