Dear Ms. Walli,
The low income DSM programs of Ontario is primarily associated with providing cost effective natural gas services to the low income groups of consumers of Ontario. Although the low income programs are not truly a different type of generic natural gas DSM program, there are certain alterations in respect to resource acquisition and market transformation which are especially tailored to meet the needs and concerns of the low income consumers of natural gas. The services provided by the DSM program is that of space heating through the help of the HVAC system as well as water heating.
