PUBH6006 Assessment 3: Epidemic Waves Background World Health Organization (WHO) officially announced COVID-19 outbreak as a global pandemic on 11 March 2020 to reflect the global crisis of 118,000 confirmed cases and 4,291 death caused by coronavirus among 114 countries (World Health Organization, 2020c). The world has witnessed the dramatic and historical loss of human lives in the worst pandemic since the Spanish Flu in 1920s. There were more than 45 million infected cases and approximately 1.1 million deaths caused by COVID-19 at the end of October 2020 (Figure 1). The data breakdown by WHO region demonstrated a steep upward trend in America and Europe regions (Figure 2 and Figure 3). The second wave in Europe with a mountain of daily new cases and deaths is currently a global concern in relation to their public health systems and emergency response plans, particularly Italy, France, Spain, and the UK. The highest number of new cases of 6,557 was reported on 21 March 2020. A month later Italy reported a total of 108, 257 active cases as the peak of their first wave of COVID- 19 pandemic (National Civil Protection Service, 2020). The Italian government implemented various measures to flight with the virus and successfully flattening the curve in late May 2020 (Alicandro, Remuzzi, & La Vecchia, 2020). Unfortunately, the second wave of the virus pandemic occurred in the late August where the government reported more than 1000 cases on new cases on 23 August 2020 and the figure was double on 1 October 2020 (Ministry of Health, 2020b). Figure 4 presents the current situation of Italy reported by WHO. The Italian government has launched an aggressive emergency response to the second wave of COVID-19 pandemic. The Prevention of and Response to COVID-19: Evolution of the Strategy and Planning in the Transmission Phase for the Autumn-Winter period has been developed and implemented in the emergency response plan to deal with the foreseen worsening situation in the coming Autumn and Winter (Ministry of Health, 2020a). Pandemics were always a global challenge that devastated the existence of humanity. Its identification at the earliest is very essential to reduce its spread rate and also to prevent the community transmission. The novel coronavirus disease (or) COVID-19, has p
ut the whole world through a period of unpredictability.The six-phased approach by World Health Organization (WHO) to decide a pandemic, was also proved to be ineffective by COVID-19 (World Health Organization, 2020a). Though many epidemiologists already believed that the spread of COVID-19 has reached pandemic levels, the WHO hesitated to make the pandemic declaration. This was because of the fear of inciting panic (or) prompting some countries to flag in their efforts. On 11 March 2020, the World Health Organization (WHO) has officially announced the outbreak of COVID- 19 as a global pandemic as 114 countries were effected with a total of 118,000 confirmed positive cases and 4,291 deaths (World Health Organization, 2020d). This echoed the alarm that the countries weren’t working instantaneously and combatively enough to fight COVID-19. The whole world has come together as a united front to fight the pandemic. Most of the countries like Italy, Turkey, India, U.A.E., have put up restrictions of shutting down the borders, suspending the international flights, banning mass mobility and gatherings etc.Since the spread of Spanish Flu in 1920s, the world has witnessed the historic and dramatic loss of human lives due to the pandemics (World Health Organization, 2020c).
Though the first emergence have been overcome with much difficulty and lose, the second wave in Europe with a mountain of daily new cases and deaths is currently a global concern in relation to their public health systems and emergency response plans, particularly Italy, France, Spain, and the UK (Ali I, 2020). Hence, this report focuses on proposing a recommendation for emergency response plan and the recommendation for effectively dealing the second wave of COVID- 19 in Italy.
CONTEXT OF THE PUBLIC HEALTH EMERGENCY :
In March, Italy became the new epicenter of COVID- 19 pandemic as more than 53,000 confirmed cases and about 4800 deaths were recorded. The first death in the country due to COVID- 19 was observed on Feb, 21, 2020, which then increased rapidly by mid-March (Alicandro, G. et al., 2020). By the late August, the Italian government reported more than almost 1000 new cases of COVID- 19 which got doubled by Oct 1, 2020. On this view, the Italian government has launched few aggressive emergency response in order to tackle the second wave of the pandemic, COVID- 19. The main steps being the introduction of Prevention of and Response to COVID-19: Evolution of the Strategy and Planning in the Transmission Phase for the Autumn-Winter period. It has been implemented as the emergency response plan so as to tackle the foreseen worsening situation that would be approaching the Autumn and Winter season (Bontempi E, 2020).
