This looks at the long- term implementation of programs and funding to improve the lives of Indigenous people, a group who has been disadvantaged and discriminated against, across many areas. One goal has been to close the gap between Indigenous and non-Indigenous life expectancy by 2031. In 2015 – 2017, life expectancy at birth was 71.6 years for Indigenous males (8.6 years less than non-Indigenous males) and 75.6 years for Indigenous females (7.8 years less than non-Indigenous females). Over the period 2006 to 2018, there was almost 10% improvement in Indigenous mortality rates, similar to those of non-Indigenous. Improvement for the Indigenous population was in the area of death from circulatory diseases such as heart disease, stroke and hyper-tension. However, there has been an increase in cancer mortality rates where the gap between Indigenous and non-Indigenous people is widening. Another goal is to halve the gap for Australian Indigenous people aged 20 – 24 in Year 12 attainment by 2020. Over the past decade, the Year 12 attainment rate for Indigenous Australians increased from 45% in 2008 to 66% in 2018-19. The non-Indigenous rate also increased but only by 5 percentage points. Year 12 attainment is influenced by many positive and negative factors such as prior educational experience, access to schools, a culturally inclusive curriculum and skilled teachers. Some of the “Closing the Gap” initiatives have been more successful than others. 1.0 Introduction
Indigenous communities include inhabitants who have historical connection with pre-colonial and pre-invasion groups that have been evolved on their territories. They consider themselves different from the communities or societies that have been developed on their territory or are a part of them (United Nations, 2009). The indigenous population of Australia have been forced quite a few times to adapt the culture and lifestyle of the dominant group. The discrimination for these groups has led to ignorance of these populations and facing adversities.
1.1 Aim
This study here aims to note different actions taken to address the inequality in lives of indigenous people and help them in living a well deserving life. The study focuses on areas of improving life expectancy of Indigenous Australians and improving the Year 12 attainment rate for them.
1.2 Parameters
Strategies to enhance the lives of indigenous population consider long-term implementation of different programs that would help shape the lives of these communities. These programs emphasise on effective establishment as well as funding to enhance the lives of these people, provide them with their rights and all the parameters, in which they have been discriminated so far.
1.3 Definition
The Australian Government introduced the “Closing the Gap” initiative to address areas of injustice and inequality in the lives of especially Aboriginal and Torres Strait Islander groups of people of Australia. This initiative focuses on areas related to various aspects of life such as child mortality, education, employment and life expectancy of Indigenous population of Australia.
1.4 Thesis
The indigenous population has been facing discrimination and disadvantages throughout the world. They have lost many rights in this process and these have been ignored. The Australian Government has introduced different plans to help assisting them with opportunities of equal rights in the society and avoid any sort of societal discrimination and damage.
