An established multi-national engineering company with an office in Melbourne, Australia has decided to increase its business portfolio and intend to be a leader in civil infrastructure asset management and maintenance globally by first making strong presence in Australia. As a new graduate you were recruited and made a member of a small team of engineers to focus on civil infrastructure management and asset maintenance. Timing is good because your company acquires a new project this week and is due on 22 October 2020. The project is the development of an infrastructure management plan and strategy for growth areas in Metropolitan Melbourne. The six growth areas are: Whittlesea Council and Hume Council in the north; Melton Council, northwest; Wyndham Council in the west, Casey Council and Cardinia Council in the south east. These growth areas have seen huge number of people choosing to settle in their suburbs ( example are Craigieburn, Wollert, Donnybrook, and Mernda, etc.). They are experiencing stresses in various civil asset infrastructure but are forward looking at the same time. They want you to consider their Smart Cities initiatives and are only keen on pursuing sustainable practices. They are asking your company to review and make suggestions for their present and future civil infrastructure management and strategy. Focus areas are on the following: · Transport infrastructure both roads and public transport · Water infrastructure both drinking water supply network, sewer and drainage systems Your manager asked that you prepare an infrastructure management plan and strategy that can be adaptable in these various places (i.e. six growth areas). The manager based on experience assured you that this can be done by conducting a thorough research and suggested the following steps: First by checking current and planned infrastructure management plan and strategy in these six growth area councils. Secondly, if needed and if it will be better to benchmark with industrialized countries and research on their infrastructure management plan and strategy. The countries mentioned included UK, Canada and Singapore. To summarise, you are expected to submit a proposed infrastructure management plan and strategy for not less than 2000 words and will need to deliver a PowerPoint presentation for 20 minutes on 22 October 2020. You may briefly describe key features, elements such as risk, cost, performance and suitability or usefulness of the proposed infrastructure management plan to civil infrastructure assets like roads and highways, public transport, water and wastewater systems. Use pictures and illustrations especially in your PowerPoint presentation. You may also ask various people whom you think knows about infrastructure management! Introduction
Background
The management of infrastructure assets represents an integrated and multidisciplinary form of varied strategies to sustain the public infrastructure related assets like the facilities for undertaking water treatment, roads, sewer lines, bridges, railways, utility grids, etc. (Yang et al. 2019; Michalis et al. 2019; Chen and Bai 2019). In general, overall process in this regard lays focus over later stages in the life cycle of a facility, specifically on the activities of maintenance, replacement and rehabilitation. Asset management in specific entails the employment of software tools for the purposes of organizing as well as implementing the various strategies using fundamental objective of preserving as well as extending service life relating to long-term infrastructure assets that are crux of the components needed to maintain quality of life across society as well as enhanced efficiency for economy (Yang et al. 2019; Michalis et al. 2019; Chen and Bai 2019). In the current times, adaptation for climate change as well as sustainable practices have become key requirements in the competency for infrastructure asset management.
Project Details & Purpose
This report is prepared for engineering company that is well-established and has multi-national presence. The company has its office in Melbourne and has recently decided for increasing the business portfolio, and as part of this decision intends for becoming leader in the domain of asset management for civil infrastructure and its maintenance at a global level. The initial step for the same will be taken with establishment of strong presence across Australia. In specific, this project will focus over asset management for civil infrastructure and asset maintenance and entails development of effective plan / strategy for infrastructure management for various growth areas across Metropolitan Melbourne. These growth areas include the following: [1] Whittlesea Council in north & [2] Hume Council in north, [3] Melton Council in northwest, [4] Wyndham Council in west, [5] Casey Council in south-east, and [6] Cardinia Council in southeast (hereinafter collectively referred as “Six Identified Growth Areas”).
The stated growth areas experienced trends in the form of people deciding to settle across the suburbs, and on account of the same these areas are facing stresses across numerous asset infrastructure and yet seem to be forward looking. This project shall consider Smart City initiatives for these areas and pursue sustainable practices focussed ones. The project also to aims in reviewing and making for existing / future management as well as strategy for civil infrastructure focussed on [1] transport infrastructure spanning roads a well as public transport, and [2] water infrastructure spanning supply networks of drinking water, drainage and sewer systems.
In light of this project, this report shall present planning and strategy for infrastructure management which can then be adapted for the Six Identified Growth Areas.
Infrastructure Management Strategy & Planning in Six Identified Growth Areas: Existing & Planned
As per Local Government, Act 1989 of Victoria, primary objective spanning Melbourne City inclusive of the Six Identified Growth Areas will be in achieving best of the outcomes focussed on local community whilst considering the effects in the longer-term as well as cumulative contexts from these decisions (City of Melbourne 2016; Rashidi et al. 2016; Love et al. 2018). The local bodies and government undertake the same using strategic delivery spanning wide variety of services at community level. In most of these cases, the services shall rely over physical assets to ensure effective delivery.
