Introduction
Background
The management of infrastructure assets represents an integrated and multidisciplinary form of varied strategies to sustain the public infrastructure related assets like the facilities for undertaking water treatment, roads, sewer lines, bridges, railways, utility grids, etc. (Yang et al. 2019; Michalis et al. 2019; Chen and Bai 2019). In general, overall process in this regard lays focus over later stages in the life cycle of a facility, specifically on the activities of maintenance, replacement and rehabilitation. Asset management in specific entails the employment of software tools for the purposes of organizing as well as implementing the various strategies using fundamental objective of preserving as well as extending service life relating to long-term infrastructure assets that are crux of the components needed to maintain quality of life across society as well as enhanced efficiency for economy (Yang et al. 2019; Michalis et al. 2019; Chen and Bai 2019). In the current times, adaptation for climate change as well as sustainable practices have become key requirements in the competency for infrastructure asset management.
Project Details & Purpose
This report is prepared for engineering company that is well-established and has multi-national presence. The company has its office in Melbourne and has recently decided for increasing the business portfolio, and as part of this decision intends for becoming leader in the domain of asset management for civil infrastructure and its maintenance at a global level. The initial step for the same will be taken with establishment of strong presence across Australia. In specific, this project will focus over asset management for civil infrastructure and asset maintenance and entails development of effective plan / strategy for infrastructure management for various growth areas across Metropolitan Melbourne. These growth areas include the following: [1] Whittlesea Council in north & [2] Hume Council in north, [3] Melton Council in northwest, [4] Wyndham Council in west, [5] Casey Council in south-east, and [6] Cardinia Council in southeast (hereinafter collectively referred as “Six Identified Growth Areas”).
The stated growth areas experienced trends in the form of people deciding to settle across the suburbs, and on account of the same these areas are facing stresses across numerous asset infrastructure and yet seem to be forward looking. This project shall consider Smart City initiatives for these areas and pursue sustainable practices focussed ones. The project also to aims in reviewing and making for existing / future management as well as strategy for civil infrastructure focussed on [1] transport infrastructure spanning roads a well as public transport, and [2] water infrastructure spanning supply networks of drinking water, drainage and sewer systems.
In light of this project, this report shall present planning and strategy for infrastructure management which can then be adapted for the Six Identified Growth Areas.
Infrastructure Management Strategy & Planning in Six Identified Growth Areas: Existing & Planned
As per Local Government, Act 1989 of Victoria, primary objective spanning Melbourne City inclusive of the Six Identified Growth Areas will be in achieving best of the outcomes focussed on local community whilst considering the effects in the longer-term as well as cumulative contexts from these decisions (City of Melbourne 2016; Rashidi et al. 2016; Love et al. 2018). The local bodies and government undertake the same using strategic delivery spanning wide variety of services at community level. In most of these cases, the services shall rely over physical assets to ensure effective delivery. The strategies as well as planning for asset /infrastructure management across Melbourne inclusive of the Six Identified Growth Areas are developed by a consultation process which involves the local community and seeks for achieving the vision to make the place sustainable, inspirational and bold (City of Melbourne 2016; Rashidi et al. 2016; Love et al. 2018).
