To study the lifecycle of asset management system by low data quality impact on public transport organizations.
Purpose of Study-
Main motive and the reason to study this job plan structure are to bring alignment in job plan’s lifecycle management to that of AMS (Asset Management System) requirements. Here asset management system (AMS) is the main framework that enables YT to meet the required compliance that is contractually settled by MR4. This obligates to the asset management system ISO 55001 standards. The mandatory things stated by AMS are the use, content, authorized job plans associations. It also notifies and mandates the purpose by laying asset’s technical maintenance plan. Managing lifecycle of an asset (Job plan) here means creating it, using it, revising as per authorization, managing backlog or poor data and also retiring the job plan. Also, associated processes for the above said activities are included.

1. Issues and the risks that are associated with incompletion of this project are as follows:
Job plans project that focuses on altering the existing IBM maximo so as to enhance the quality of data so that there can be alignment of job plan lifecycle with that of assets management system. The Job Plan Project aims to resolve the long-standing business problems associated with Job Plans’ Maximo data in order to maximize asset performance. But there are several issues and risks that are associated with incompletion of this project. There is a gap in making of job plans project and that of implementing it in organization. The process of implementation of a new JPs project is multistage process where includes initiation, planning, execution, monitoring and close out. At each step, there may be some obstacles ad well as associated risks. Some of them are as follows-
· Implementing this project would mean changes in the existing Maximo setup which will cause misalignment between technical maintenance plan and MR4 franchisee agreement. The governance framework AMS that mandates the use, authorizations, content related with job plans and states their purpose as embodiment of TMP. Asset management system as of now enables Yarra Trams to meet the contractual obligations of MR4 being in compliance with ISO 55001 standard for AMS.
· TMP obligation breach will persist as in current condition due to non- alignment of TMP with MR4 leading to inability to achieve effective supply chain. This ineffective supply chain will hamper the overall work flow of Yarra Trams as well as hindrance to planned maintenance will be faced. This issue will be an obstacle to complete the project altogether.
· In case of incompletion of this project, the major risk is that an unsafe tram can be put on service run due to bad data log with wrong data increasing the downtime period. Actually it must be unavailable for the safety sake. The backlog data that is accumulated in job plans hinders the maintenance of trams as planned leading to major accidents. One of such accident can be putting up an unsafe tram on service run.
· Effective supply chain doesn’t get maintained due to backlog data impacting the data quality. This bad or poor data increases the time to find required data due to which manpower assets are not well managed by Yarra trams affecting the human resource supply chain causing gaps in planning and maintenance.
· This log of incorrect job plans for work orders on trams and other assets of organization lead to incurrence of much cost which gets misallocated or unallocated. Inappropriate job plans will get non-efficient workforce on job caused by poor quality data and thus cost for finding new assets and the cost incurred in process of recruitment and selection goes in vain.
· Moreover, the job plans that does have wrong data can become Work orders which are considered as workflow by the unauthorized work groups. These work orders can result in several further issues like run of unsafe tram, unallocated cost expenditures, inhibited supply chain as well as inefficient functioning of yarra trams.
· These can cause hazardous accidents whereby loss of property along with life can happen, ultimately non-fulfillment of the agreements causing major loss to YT as a business.
· Loss of reputation as well as business can be outcome of these kind of irresponsible behavior at the end of yarra trams and thus to maintain its goodwill, YT needs to implement the job plans project and maintain good quality data only.
· Incompletion of life cycle of an asset i.e. inefficient life cycle management can further lead to less revenues generation of business.
· In case of incompletion of project, there will be continued loss of 10’s to 100’s dollars on monthly basis because of wrong data accumulation into the Job plans.
Several other risks and issues are associated with the project which includes
· Lack of budget for the new job plan projects. There will be need of finances so as to create new job plan projects and then aligning them or modifying the existing maximo’s job plan.
· Occurrence of unforeseen circumstances may also be a major risk associated with implementation of JPs project along with associated technical risks, unclear specifications and unavoidable risks.
· Approval from the existing maximo will be required so that an alignment of new job plan project can be carried out with the maximo structure. Required changes from both ends may become an issue while implementing this project.
· Lack of communication or non-clarity in the process of communication can also be an obstacle for the project implementation. As this leads to conflicts in the team leading to project delay or team burn out.
· Also, there may be legal risk, political risk, partner risk, stakeholder risk, operations risk, quality risk, resource risk, contract risk associated with the project implementation.
· TMP, MR4 and ISO standards needs to be satisfied as per protocol. Also, there must be proper alignment among these to execute the job project plan successfully.
· Resistance from current employees can be faced by the management as there may be need to execute lay-offs based on completion of lifecycle of an asset.
· Insufficient team skills may be another risk while working on the JPs project implementation.
· Old data will be cleared during new JPs Project which may hinder the functioning of yarra tram and there may be need to keep the workflow or process on hold for few days leading to business loss.
· Change in policies and strategies may be required along with new job project plan leading to inconvenience to the employees as well as the customers.
· Fare may be raised due to these changes which will have an impact on the customers.
· Another issue associated with implementation of JPs in Yarra tram can be poorly defined goals and objectives.
· Incompletion of project within the given timeframe may be another obstacle for project implementation.
· Resources as required may not be adequately available leading to again inefficient JPs in execution.
· Improper or incomplete documentation of the JPs can also have an impact on the efficiency of new job plans project.
· Audits and feedbacks if not taken timely may also lead to undesirable output from the project implementation being a major risk with the JPs project implementation in yarra trams.
These are the few issues and risks which may be associated with the implementation of new JPs project and so there is need to analyze these issues before hand and taking proactive actions to control and monitor them as and when required. The issues like communication, audits, cost effectiveness, team management, resource allocation, timeline studies, project activities follow up can be easily controlled and maintained by project manager. This needed to keep a checkpoint on all the activities and cross checking of deliverables with that of milestones. This provides an efficient control over these activities. Whereas budget issue, resistance from employees, users, team burn out and unavailability of resources needs to be worked out from initial stage. These various issues and risks acts as a gap between making the job plan project and implementing it in yarra trams. Specific as well as good quality data needs to be managed well in YT available at each point of time.
Thus, to manage the backlog data and to reverse the poor quality outcomes, a project is required which will also help to analyze and minimize the issue sand risks faced in current scenario.

Literature Review-
The main objective is to prepare a research framework that helps to study the data quality and related risks impact with that of AMS (Asset Management System).
