The Supreme Court ruled that, under the CAA, the EPA may not consider cost when setting air quality standards to protect the public health.20 A bipartisan group of 42 of the country’s most respected economists filed a brief arguing that, from an economic perspective, it is wrong not to consider costs. Should the EPA consider costs in all of its decisions? Or are some decisions priceless?
