You are required to act as the business analyst working for the organisation in the case study. You have been asked to do the following:

2.Prioritise all key problems and pick up 2 problems which you consider to be most problematic and discuss in detail why the problems need to be addressed andhow they should be treated and why? Introduction
SwinPublicTransport, established in the year 19
60, undertakes and delivers public transportation services for the Imagination City residents. This report presents the outcome of business analysis undertaken with respect to the problem facing SwinPublicTransport and a detailed discussion of the same applying various relevant concepts and tools. The issues facing SwinPublicTransport is that the company is facing faster attrition rates of its drivers employed to deliver the transportation services causing increase in costs pertaining to recruitments as well as trainings. An alternate Virtual Reality (“VR”) solution for cost efficient approach to deliver trainings and increased financial incentives for employee retention was contemplated by the company but no decision has been taken as there has not been an unanimous agreement among the various stakeholders on which approach to take.
Task 1 – Analyse & Identify the Problems
At the outset, the core problem facing SwinPublicTransport is that is that the company is facing faster attrition rates of its drivers employed to deliver the transportation services causing increase in costs pertaining to recruitments as well as trainings. In this context, the company can either reduce the rate of attrition or else reduce the costs that result from the attrition or else pursue to reduce both the rate of attrition as well as the resulting cost pertaining to trainings. However, the resources available to the company in terms of resource available, personnel man hours, and capability are also finite and limited in number. However, the solution of using a VR-based system for imparting trainings to new drivers appears to be more feasible but there are again various concerns from different stakeholders in terms of its viability, relevance and effectiveness.
In summary the problems facing the company can be summarized as follows: [1] faster attrition rates of its drivers employed to deliver the transportation services, [2] increase in costs pertaining to recruitments as well as trainings, and [3] resources available to the company in terms of resource available, personnel man hours, and capability are also finite and limited in number making it difficult to decide on VR-based solution, which offers cost efficient approach to deliver trainings and increased financial incentives for employee retention, which was contemplated by the company but no decision has been taken as there has not been an unanimous agreement among the various stakeholders on which approach to take.
Ackoff (1962) describes four different approaches in which people shall address problems and the same includes [1] absolution, [2] problem resolution, [3] problem solving, and [4] dissolving problem. Absolution represents a way in which one shall treat most of the problems, by ignoring it as well as hoping the same shall eventually pass on. Problem resolution shall mean refer to the case where one looks to past for finding suitable resolution that is sufficient / relevant. Problem Solving shall refer to a way for looking for an optimal solution, and shall be the best thing for being done in specific and current circumstance. The said approach can be noted to be research-based and yet, it has to be noted that none of the problem shall ever stay fully solved within an environment that is dynamic as well as that each of the solution shall create newer problems. Hence the same represents an ineffective and temporary way for treating the problem. The problem dissolving represents the most optimal way for creating lasting change. One could dissolve the problem at hand only by way pf design. In a more specific manner, the same shall be undertaken by way of re-designing a system which is so done in a manner such that this problem at hand does not exist anymore.
In the context of SwinPublicTransport, the problem-solving approach that shall be relevant and will be employed will be dissolving problem approach.

Task 2 – Hard or Soft System Problems
There are available at present two different forms of systems thinking, that is, hard system as well as soft system that can be employed for solving problems (Reynolds and Holwell 2020; Elm et al. 2018; Qiu et al. 2018). The hard systems thinking, identified within the contexts of system engineering as well as systems analysis represents a starting point for structured problems as well as assumes that objectives pertaining to a system appear to be clear as well as stable. The said system thinking approach can be noted to be formulated for the purposes of solving the problems of real-world nature (Reynolds and Holwell 2020; Elm et al. 2018; Qiu et al. 2018).
