Every business situation is quite unpredictable, no
matters the number of plans and strategy business or community has done for itself. Still, there is no way, in which it fully equips the business and community from all contingencies and emergencies. Emergency preparedness can keep the management in good condition and save community as well. For the safe side many communities appoint one emergency manager, who can guide and give direction to other members of the community.
As mentioned by Ernst, Ladue and Gerard (2018), emergency manager should have strong technical and knowledge of substantives issues. The manager should know about all the theories and concept of key emergencies. In case, any emergency comes up, the manger knows about everything. The professionalism attribute is most important one; the manager should be able to manage and function well under stress. This part not only includes the training but also managing mental anxiety and stress.
A good interpersonal skill always helps the manager to communicate better. In this way, the manager and other member of the community would have great trust and confidence on each other. The emergency manager is different from the regular one; they require different skill set to manage the situation. Last skill set requires is fast decision making skill, it is not about seeking solution but apply best judgment in emergencies.

In autocratic leadership style, the manager is in charge of the total authority and responsibilities. Only manager is responsible of making any decisions in the management. As stated by Chishty-Mujahid (2016), there is no role of the other member and employee in the decision making process and they have to follow it, no matters what. By virtue of their position and job responsibilities, they not only control the efforts of the team, but also monitor them for completion –often under close scrutiny.
Community using autocratic leadership can be characterized strict control with all over decision and little to no inputs of other member of the community. Whereas, on the other hand in the country club leadership is more people (member) oriented one. Henkel, Marion Jr and Bourdeau (2019) have described that this leadership style presumes that if the member of the community is happy.
For example, a newly appointed manager wants to maintains the other member, so he or she resisting giving critic feedback. Managers who follow this leadership are more concern for member rather than the company/community. The autocratic leadership will improve to handle emergency and disaster situation and country club leadership helps to maintain good communication of the stakeholders with other member.

Handling ethical dilemma in case of disaster situation is always a critical key area. The behavior and preventive reflection prepares the manager to for the moral dilemma and ethical choices. In some cases, it is hard to maintain balance of rational decision and morality. It is an important consideration, which are essential to understand the emergency management. Seamster (2018) has described the decision-making process can support by the degree of subjectivity and ethical dilemma.
Moral decisions and dilemma can happen when there is a problem of ethics and guide decision framework, which somehow concerns with the value of the people. These barriers can be lack of collaboration, coordination, lack of adequate information and lack of resources. A perfect emergency manager with efficient skill set and innovative approach can guide the people and facilitates ethical decision-making. Some actions are not moral (society does not approve of your action), but legal.
Some other actions are moral (society is cool with the action), but illegal. Manager has to define the legality and morality in decision-making. The problem of ethical decision-making can easily solve by questioning, “What if I were in that position” and, would I consider a particular decision as fair or not.

Transformational leadership gives more autonomy to the member. As indicated by Baskarada, Watson and Cromarty (2017), the leader inspires the team to achieve unexpected and remarkable results. Once the workers are properly trained, it gives more authority and responsibility to the workers. If the community encounters with the political change, transformational leader may motivate workers to stay informed, be concern about the sharing content.
It is important to value what worker or leader feels with the change in the community rather than, searching for the trendy content in internet. As political changes is uncontrollable nature. It is advisable to open for leanings and exchange of thoughts. The more workers and community member talk and listen about it, the more they learn and adopt changes. Whereas, in case, of changes in emergency management areas, leader can embrace motivation is to setup a fully functional self-employment business to adopt changes.
Change either boosts the Ego-self leading to a more negative attitude in the person than what he or she was yesterday while a positive change helps the person to shed his Ego...
