Introduction
The United States is a federal Republic state which has adopted its constitution in the yea
r 1789. The term federalism establishes a constitutional structure in which there are two levels of government with delegated powers and roles. Article 1 of the constitution of the USA lists the competencies of the national government and is called "few and established" by James Madison. The Constitution of the United States says nothing about the governments of the states that have control. While, state governments reflect the composition of the national government; an elected chief executive, two legislative houses, and the court. The constitution acknowledges 50 states which have a separate state government and each state has its constitution. It is worth mentioning that even though the states have different forms of legislation the legislative frameworks of the state governments are somewhat similar. However, there are some differences in terms of Legislative functions and procedures.
In this assignment, a comparison between the legislative frameworks of Florida and Maryland will be effectively presented. The comparison between the legislative structure of Florida and Maryland will be drawn in terms of the history, elections, lawmaker responsibilities, lawmaker composition, ethics, committee structure, success and failures, sandals, budgeting future, fundraising, partisanship in the process, impact on term limits on land thereof and criminal justice process.
Florida State Government
The constitution of Florida was first written in 1838. The current constitution of Florida was adopted in 1968. The constitution of Florida is reviewed after every twenty years to determine whether the constitution needs any revision or not. These revisions are known as amendments. The state government of Florida is divided into the executive branch, the legislative branch, and the judicial branch. Governor is the head of the executive branch of Florida. He is in charge of carrying out the state laws. A Lieutenant Governor works closely with the Governor. There exists a cabinet to assist the Governor and the lieutenant governor, which consists of the Attorney General, Commissioner of Agriculture, and Chief financial officer. The legislative branch of the government makes the laws. This branch is divided into two houses the House of Representatives and the Senate. It is a bicameral legislature. The Senate is composed of 40 members in each member from a single district. In the House of Representatives, 120 representatives represent 120 house districts in the state of Florida (Ziebarth). To make a bill an act or a state law it is mandatory to pass the law among the majority of the senators and the representatives. The third branch of the state government is the court system of the state of Florida. The judiciary is governed by the Supreme Court in the apex. 7 judges serve for six years and they are appointed by the Governor (Saxon).
Maryland State Government
The state of Maryland began on the ninth provincial convention and adopted the first constitution of Maryland in 1776. It is the seventh state to be ratified by the US Constitution. The state government of Maryland also consists of 3 branches; the executive branch, legislative branch, and judicial branch (Brown et al.). The executive branch of the state government of Maryland consists of executive agencies and constitutional officers. Governor is the Chief Executive of the state and he presided over the governor's executive council known as the cabinet. The legislative branch of the state of Maryland is known as the general assembly. It is also a bicameral legislature. The general assembly is divided into the Senate and the House of Delegates. The Senate is led by the Senate president and the House of Delegates is led by the Speaker. The Judiciary of the state of Maryland is headed by the Chief Judge of the court of appeals. Unlike the state of Florida in Maryland, four Court divisions make up the judicial branch. The Court of Appeals, the Court of Special appeals, the Circuit Courts, and the District Court of Maryland.

Initially, Florida was a US territory and the Governor was appointed by the president rather than elected by the people. William Pope DuVal was the first territorial governor of Florida. While a scale-down model of Federal government exists in Maryland. The history shows a remarkable and a significant constitutional evolution of the state government of Maryland too. The first constitution of Maryland was legislated in 1776; however, it was revised in 1851, 1864, and 1867 with consequent amendments and enactments.
