Through the Policy Analysis Portfolio assignment, students will apply the principles of policy analysis and their understanding of the law and legal systems to critically analyze a contemporary issue in health and/or healthcare and to develop recommendations for a law and/or policy approach to address that issue.





For this assignment, you may assume that you are working for a group of community organizations that have approached you about their concerns with the issue that you have selected i.e.,

Your task is to advise them of what action, if any, they should take to effect a specific change in law and/or policy. Consistent with the general role of policy analysis, your purpose is to provide your client with informed advice, including a recommended course of action (or inaction).

· Provide the factual information necessary to understand the problem and its scope (e.g., How pervasive is the problem? Whom does it affect? What are the costs and consequences of the problem?). (Note that your overarching goal is to justify why this is a significant health problem and why it is important to solve.)

· Identify and discuss the concerns of the various stakeholders.


· Identify and discuss the factors that must be considered in analyzing the program (i.e., the risk factors and risk behaviors associated with the problem [e.g., behavioral, environmental, political, social, economic, legal]).

· Describe the strategies currently being used to address the problem.


· Identify alternative strategies that might be used.



Policy & Priority Setting (Assessment of the Options)


· Analyze the strengths and weaknesses (pro’s and con’s) of each strategy/option identified in the preceding section.


· Identify and describe the criteria that you used to evaluate the various options. (Note that your choice of criteria should reflect the concerns discussed in the Landscape/Key Determinants section.)

· Identify the BEST option for addressing the problem.


· Provide a rationale.

Statement and Magnitude of the Problem
Should the state eliminate the limited access to quality healthcare fo
r low-income families in Charlotte, North Carolina?  
As per 2013 reports, most of the residents of North Carolina had an income between 200 to 399% of the aggregate property at federal level.
The median level of household income was $44,254 that is majority of the residents of the state have income lower than 100% of poverty at the Federation level. 
Charlotte is the most popular city of North Carolina. The income level of the people living in the city is no different from rest of the state. So clear name most of the families living in the city are from low-income group.
Statement and Magnitude of the Problem
Most of the people get insurance for healthcare through their employees, who mainly does that to get tax redemption.
As per 2013 reports, 42% of the residents of North Carolina were insured through employers. If the economy goes down, the employers even reduce the amount of contribution towards the health insurance of the employees.
When the employers do not contribute towards insurance for their employees, it has been noticed that the employees remain uninsured as the income is just enough to contribute towards health insurance. 16% of the residents of North Carolina were uninsured in 2013, which is highest among any state.
Statement and Magnitude of the Problem
Without insurance, the medical facilities are very expensive for families who are already in the low-income group.
Even though free health insurance is provided for uninsured by Medicaid, it covers only the basic health services. this facility to not cover serious illness. 
without accessing healthcare at the time when required, either people suffer for a long time or go to doctors who charges cheap rates and most of the time are not affective.
Just in the 3rd quarter of 2020, 64.5% of the population died of covid-19, revealing the sorry state of the healthcare.
Under these circumstances, it becomes the responsibility of the state eliminate the barriers for these low-income group families to have access to quality healthcare.

A healthcare survey was conducted among all the 50 states of USA and District of Columbia and the rank of North Carolina are as follows:
It has been ranked second worst state in terms of healthcare facilities.
It has got 45th position in terms of average monthly insurance premium.
42nd position has been obtained by it in terms of hospital beds per capita.
It has been ranked 26th in terms of physicians per capita.
It holds 40th rank in terms of percentage of insured adults.
Key Determinants
The rank is 29th in terms of percentage of insured children
The state holds 32nd position for percentage of adults who has not visited any dental care in the past year.
34th position is being held by it for percentage of retained medical residents.
Most of hospitals of the state are situated in Charlotte since that is the most poplutade city of the state. SO, the results revela the state of the city highly.
