Some claim that HR currently plays a more strategic role in firms than its predecessor, Personnel Administration (PA), did (Etebar, 2020). This point of view's proponents contend that HR is now more concerned with business objectives alignment, maintaining and developing top personnel, and fostering a healthy workplace culture.
    However, others contend that HR has not made as much progress as it could have and that it is still viewed more as a support role than a strategic partner. For instance, Hammonds contends that the reason HR hasn't realized its full potential is because it doesn't comprehend how businesses operate and how decisions are made. He contends that HR specialists are not properly involved in strategy planning and are not well-versed in the broad aims and objectives of the firm. As a result, HR activities are frequently considered as being separate from the rest of the company and as not being essential to its success.
