For this purpose, CQuniversity is proposing a project detailed below to meet the increasing student’s numbers as well as to provide a proper university life. It has purchased a new land of 40 Acers to construct its new project with the below elements: Project Elements: CQU is looking forward to including the following elements in the new project: 1. Main lecture building (can accommodate 500 Students) 2. Computer and engineering Laboratories 3. Conference hall with up to date facilities and infrastructure (250 people) Important notes: • This should create positive image within the local community. The new campus should be prestigious one finished to high quality standards. This needs to be balanced with the project cost being kept within budget and completed as soon as possible., with all parts of the development completed t the same time • CQU directors have indicated they have extensive knowledge in education and research, however they did not have the necessary skills to manage the design and the construction of the project. Therefore CQU has appointed your consultancy firm called PPMP20011 consultant to supervise the project and manage all aspects. • Your firm (PPMP20011) is an experienced consultancy firm who provides an in-depth advice to clients on how to proceed within the project constraints. CQU main concerns (limitations) are as follow: I. Time: where this building must be ready before the new academic year II. Quality: The standard of the quality is of high level with the intention to having a prestigious project III. Cost and price certainty: CQU has a strict budget and the project cost should not overruns the project budget. Solid estimate for the project is needed taking all factors into account. During the work, the budge shot be monitored closely and contingency plans put in place for any extraordinary conditions. IV. Understanding and analysis of the case study and applying the concepts of contract and procurement strategies
The case study is based on CQ University proposal of a project underlined to achieve the developing domestic students’ numbers along with offer an effective university life. The University has already purchased 40 Acers land for constructing main lecture, computer and engineering laboratories and conference hall. Despite of a project size, there are some of the procurement strategies, which could be applied in construction are cost reduction, global sourcing, risk management, total quality management, supplier management and optimization and others. A robust cost reduction and risk management procurement strategy cold minimize limitations, spot savings chances in the CQ University proposal and ensure policy compliance.
Select/recommend the best procurement route (method)
The core need for the procurement route to operate efficiently is for all design works to be finished previously to tender. If this need is met, then the route could provide cost effectiveness post tender, and effective quality assurances. Three main procurement routes that has connection with the current CQ University proposal and construction project are Design and Build Procurement Route, Management Contracting Procurement Route and Construction Management Procurement Route. The Design and build route include construction works and design part under the same contractor. The management contracting route varies in process in which design part is undertaken by external consultant (Alhusban, Danso-Amoako & Gaterell, 2017). The Construction management procurement route construction process starts prior design completion and both include varied parties.

    Design and Build Procurement Route
Proposals for project is shortlisted based on cost and quality of design (Nixon & Abraham, 2019).
Risk of developing cost lies with the contractor
    Management Contracting Procurement Route
    Project duration is usually short
Designing risks generally lie on the part of project owner as accountable for the design (Nixon & Abraham, 2019)
    Construction Management Procurement Route
Client could appoint construction manager base on fixed fees (Nixon & Abraham, 2019)
