The US Ambassador to the OPCW requested that you write a memo identifying ways to (1) prevent future use of chemical warfare in Syria, and (2) prevent the erosion of the CW taboo (i.e. prevent future use by states or terrorist groups in a war context or for assassination).

Review the current literature to identify the various options offered by policy experts, and

Evaluate the merits of each of these options.
