degree. If this would have been the ultimate truth then those countries which still have death
sentences would have been crime-free countries. But as this is not the truth, and as it is a truth
that in such countries the rate of crime is ever-increasing, it should be safely said that apart from
the threat of legal punishment there must be some other steps to be taken...
