After the passage of Oregon's landmark land use planning system in 1973, Portland embarked on a grand experiment in city planning. An urban growth boundary was delineated to contain development within a 22-square-mile area, protecting the surrounding farmland and open space. For decades, Portland prohibited sprawl into farmland at the periphery of the city, confining human population density and transit within the urban growth boundary. Reason Why People in Portland Voted to Pass the Law
Due to rapid industrialization, Oregon started to change rapidly between 1950s and 1960s. Various kinds of disputes were arising because of zoning and public that were related with the usage of land. The western migration spread rapidly over the California border and then within Oregon's interior valleys. The conversion (economic) reduced the then ongoing demand for the farm and forest workers.
The urge for skilled workers increased from that period onwards. Thus, the rising incomes and decline in transportation expenses allowed the urban people for travelling from the mini-farms to acquire big jobs in established cities. Therefore, for the urban commuters, the farmlands in the Willamette Valley became more valuable compared to the farmers.
