I think that the contractor when bidding on a project must do all the required diligence and research before pricing the job. That being said, some unseen expenses and overages are part of a construction project and should be expected. The expenses incurred from misquotes or slight markups are probably covered by the contractors bond or insurance. The expenses incurred as a result of work order changes or owner and client design or material changes should not fall on the contractor. I think that the performance bond issue is affected by the specific type of coverage needed. The contractor will obtain a bond to cover a range of potential issues. This subject is one that is often addressed especially with larger type projects.

I am in total agreement with Dickenson’s post. It is true that contractors should carry out extensive research and due diligence when bidding for certain jobs. This is mostly in large projects. The price or estimates that a contractor quotes will bind and any changes that arise will be considered when drafting an agreement or contract.
