There is no prescribed form for a submission to a parliamentary committee. It is helpful if submissions are prefaced by a brief summary of the main points. Submissions should be prepared solely for the inquiry and should be relevant to the terms of reference. They may address all of the points outlined in the Terms Of Reference for the Inquiry. You do not have to draft your own Terms of Reference – see assignment information Terms of Reference Terms of reference (TOR) is another way of outlining what a project proposes to do and the main areas of focus – they provide a statement of the background, objectives and purpose of a proposed project. TOR have been introduced here as they follow a format used commonly in health policy and planning- they are good as they identify key points, additional stakeholders (others who need to be involved) and actions (usually recommend actions) in a concise method. The TOR might be the introduction to a document which then goes on to outline each TOR in more detail. TOR also offers you a way to set up your assignment. If you read through the assignment criteria the TOR have been provided for you for two different topics – so you will need to address these. You can use the TOR as headings to make the assignment clear to follow. I would recommend that you look at the sample assignment for some guidance. So use the TOR to guide your assignment content and make sure you review the marking criteria as this provides further direction on how and what to address for the terms of reference.
