Students are required to conduct ADDITIONAL research into their allocated project to identify and address potential risks, etc. which might reasonably be foreseeable or expected. Students need to take into account commercial considerations when constructing the plan and identify whether the plan is cost effective or has any implementation issues. The three parts are detailed below: Part A: Project Overview (10 marks) For each student’s allocated case study students must be able to identify the following information through their own research: • The overall budget for the project (real or projected) • Social and economic rationale: Including benefits and drawbacks for the project (2 Marks) • Key Statistics: Provide key information about the project: (5 Marks) o Scope and Size o Budget and estimated cost o Time required to complete the project o Key construction elements or phases (e.g. if you are building a toll road one key element may be the tunnel segment or bridge segment) o Environmental costs or benefits • Funding mechanisms: How the project makes money or provide return to its promoters (2 Marks) • Identify the Key Stakeholders in the project (1 Mark) Required word count is between 500-700 words. Page 3 Kaplan Business School Assessment Outline Part B: Risk Analysis (8 marks) In this part students develop a risk assessment analysis in which they use both qualitative and quantitative measures to identify potential risks in the project and determine how they should be weighted. The risk analysis should draw upon principles outlined in the Project Management Body of Knowledge (PMBOK) and material discussed in class in weeks 1 -5. Students would be expected to produce a risk matrix where the likelihood of potential risks events are mapped against their possible consequences. Other risk assessment and analysis activities might focus on a range of financial measures associated with the project. Required word count is 500-600 words. Part C: Risk Mitigation Plan (10 marks) In this part students will use the information collected and analysed in the previous two parts to develop a risk mitigation plan and strategy. Based on information identified in the risk analysis students will be expected to develop a plan for how they deal with the various identified risks. The mitigation plan should outline which risks need to be address and in what order. The plan should also identify and potential risks that they believe do not require attention. The plan should then explain how risks might be addressed and by what means. Where possible places should include the reference to time and resource (costs) implications. Students need to take into account commercial considerations when constructing the plan and identify whether the plan is cost effective or has any implementation issues. Risk Analysis and Mitigation project – Frigates (Warships)
Project Overview
The Australian government will commence with the largest ever peacetime upgrade to its defence facilities. This will be a massive and ongoing ship building program which will manufacture about 54 new naval vessels including the future frigates. By 2030, about half of world’s submarines will be in operations in the indo-pacific
region where Australia is located. The development of future frigates will help the Australian Navy to identify, track, and if situation arises then destroy the enemy submarines. The batch of nine frigates will help Australia to develop a strong defence system.
The Australian government and the defence system is planning to replace eight Anzac class frigates with the SEA 5000 phase 1 (Future Frigate Project) which is also known as the Hunter class frigates. Nine new SEA 5000 class frigates will be optimised for the anti-submarine warfare.
The government has approved $6 billion for design activity of the frigates. For the construction of the first three frigates long lead items has been ordered and will be constructed in a new shipyard at Osborne in South Australia by the ASC Shipbuilding.
ASC Shipbuilding is presently wholly owned by the Commonwealth and will become a subsidiary of BAE systems during the construction process.
The project is one among the number of maritime projects. This will help Australia to guarantee that it preserves a sovereign capability to built and sustain the construction of its naval vessels. It will also help the Australian government’s commitment and ability to continuously build naval surface ships indigenously.
The following will be the features of Hunter Class Frigate:
1. Its dimensions will be of length 149.9 meters and a maximum beam of 20.8 meters.
2. It will have a displacement with full load capacity of 8800 tonnes.
3. There will be two electric motors and 1 gas turbine.
4. It will have a top speed of more than 27 knots
5. It can manoeuvre for a range of more than 7000 nautical miles in electric motor drive
6. There will be weapon loading capacity in the frigates like MU90 torpedo, Mk45 Mod 4- 5” gun; SM2 & ESSM missiles, Advanced anti ship missiles, Mk41 Vertical launch system, Nulka Decoy system.
7. It will have Australian CEAFAR2 radar, S2150 Hull mounted sonar, S2087Towed Array & Variable depth sonar, Electro optical sensors and electronic warfare system.
8. It will have combat system approved by Aegis with Saab Australian interface.
9. The frigates will have aviation facilities with 1 x MH60R combat helicopter. It can store additional helicopter or unmanned systems.
10. It can accommodate upto 208 members including 180 crew members in the frigates
The frigates will be required to operate independently or in joint naval warfare to combat anti-submarine warfare in the indo-pacific ocean. The frigates will be equipped with self-defense and multi offensive weapons and systems.
The upgradation and construction of the frigates will begin from 2020 with the first frigate delivery in mid-2020s.
The major drawback of this project that has occurred presently in the year 2020 is the outbreak of Covid-19 virus. This has resulted in total lockdown in all over the world. This has resulted in lack of manpower, equipments and raw materials which will be required to construct the frigates.
The funding system of $6 billion for construction of the nine frigates will be made by the Australian federal government from the allocated budget they have declared for upliftment of their military and defence system for the year 2020.
The stakeholders of the project will be the government of Australia, the navy of Australia, BAE systems who is the designer and manufacturer of frigates and the Osborne naval shipyard authority where the warships will be erected.
