Public Health Policy Brief #2- Cost Management Strategies for Veterans   You have been asked by Jose Lopez, a VHA Administrator, to provide your recommendation regarding the most cost effective care strategy to implement in his new clinic in the rural Southwest.   · Jose has reviewed the current VA population and future projections for growth in his region, along with the continuum of care models and the latest statistics on the number of users by the type of program. Veterans ages 65+ currently make up 60% of his enrolled clinic patients. His review determines that veterans who use institutional care (avg $ per user = $61k) cost on average three times that of veterans that use home or community based services (avg $ per user= $21k).    Jose understands that the aging population will likely increase the demand for future services and with budget funding not anticipated to grow at the same rate he needs to determine which of the VHA’s four strategies to overcome public health challenges associated with the aging population might work best for his clinic.   The VA strategies he has asked you to review include:  targeting, training, teams and technology.     Below is the template you can use to complete your brief: SECTION NOTES/RESOURCES I.                    Title   II.                   Introduction   · Answer the question why planning for the future of non- institutional (home and community based services) is important for the VA- 65+ population.   · Explains the significance and/or urgency- without acting?   ·       What is the data showing, etc.?   ·       Summarize how the population has aged and costs have increased for institutional – hospital and skilled nursing home services       Highlight the data and evidence that supports the findings; key data sources.   Data sources to review include:   https://www.rand.org/pubs/periodicals/health-quarterly/issues/v5/n4/13.html       III.                 Strategies review:  This section discusses the four strategies in the case study. In your brief answer: ·       How each strategy could be used to deliver care differently and create future cost savings?   ·       What is the public health impact- what population will it impact?  All patients 65+ or just a subset?   ·       How easy or difficult will it be to implement? How feasible?    ·        What are the costs and economic benefits? o   Will it take a long time to see the results?  Are the anticipated savings greater than the cost to implement?   IV.                Recommendation   ·                Of the four strategies which one do you recommend?    ·                Explain why you chose it?     Recommendations clearly drawn from your critique of the policies and use of your analysis table.   V.                  Sources:    ·       What  data/evidence did you use and/or credible references to support major points These should be your data and information sources that you have used throughout your brief to guide your policy discussion and recommendations.   Please use APA to cite your sources.       PreviousNext
