Effective public health managers are adept at using a variety of economic tools to assist them in creating the right public health services and programs in communities where they are most needed. In this assignment you will use your learning resources to understand how you can use economic analysis tools to plan resource allocation, solve problems and make improvements to a health system.

In approximately 1500 words (approx. 500 for each section):

1. Using the country that you chose in assessment 2 as your case study example, explain how you could use cost-utility analysis and cost-effectiveness analysis (taking into account health care outcomes) to help you to plan resource allocation to public health services and products. You are not expected to perform the analysis, but you are required to show that you understand the key concepts and how you could use them. 2. Identify the strengths and weaknesses of the public health system. What are the gaps that exist? What challenges in a) meeting demand and b) investing in health services and products might you encounter when you work to close those gaps? 3. Describe one new health system reform that you would implement in your chosen country to bridge one of the gaps identified. How would your newly-created reform strengthen the public health system in your chosen country?
