.El Paso has a major drug sales and distribution problem at a public housing complex, known as the KEYS APARTMENTS.
2. The highest traffic times are in the morning and most busiest at night and throughout the day on the weekends.
3. Functional drug users purchase on their way to and from work. The KEYS is on the Gateway to the I-10 Interstate.
4. Many buyers come from the lower valley, such as Socorro, Horizon City, and Clint. In some cases, buyers come from much further away like Las Crucesto delivery or pick up large loads.
5. Heroin and cocaine are the main substances traded, but there are also sizable amounts in marijuana and crack which have been seized from the area.
6. Buyers approach these markets by vehicle or on foot. The ability to make purchases without leaving the car facilitates transactions and sometimes the dealer may get into the buyer’s car. Transactions also take place in front of, or inside the apartment buildings.
7. Drugs may be stashed inside apartments, in parked cars, or in storage units across from the apartments.
8. As soon as they see police, dealers retreat into the apartment complex. They could enter any of the apartments and are impossible to find in time with the drugs still in their possession.
This POP issue will be a multi-pronged approach. You will obviously need to set up a planned enforcement effort, but as you should know, arresting one dealer will only result in his replacement with another. You need to create a plan as well that will deal with the underlying social conditions that are allowing for these drug dealers and buyers to use the complex. Organize the secondary POP approaches in your plan to implement, so after the enforcement action is completed, this apartment complex will remain clean.
