The following community engagement plan is for the spread of the Banana Freckle Disease in Darwin. The disease had almost eradicated the banana crop in Darwin in 2013 and was only recently removed from the country.
It looks at the geographical location, the connection of the pest to the environment and the damage to the community. The plan provides a stakeholder analysis and possible reasons for poor engagement with stakeholders. It also looks at the objectives and principles behind the plan. Introduction
Community is made up of people who are involved in the goings on in a particular area. A community cares about the people around them and their livelihoods. Community engagement can be defined as the process by which the community is informed about the events that have been going on. It is also the process by which members can contribute to the proposals that are made by the government that relate to them in many ways. The involvement can be either professionally or through consultation or invitation.
Darwin is one of the most geographically diverse places in Australia. It covers around one sixth of the Australian mainland and has a diverse range of climates and geographic features that can be attributed to the area. Tropics cover approximately 80% of the territory, which means that there is a wide variety of plants that can be grown there (Ploetz, et al, 2015). Because of the diverseness of the land, and the proximity to the equator, there are a large number of rainforests in the area, and the soil is extremely fertile.
There are a lot of banana plantations in the region, since bananas tend to be grown in regions that have a humid, tropical climate. There had been a breakout of the Banana Freckle disease in 2013, which resulted in massive destruction of the banana crops, and led to a ban of banana plantations in the area for nearly 4 years. Till 2016, there had been a management program to counter the Banana freckle Disease breakout (van Haure & Whittle, 2015). Most of the management plan had been to stop the growth of banana and remove the banana crops, so that the disease could be removed from the crops and soil completely. However, the government would need to set-up a community engagement program in order to make sure that future outbreaks of the diseases have been curbed efficiently.
The main impact of the disease on the industry could be the complete wiping out of the banana plants. Due to the nature of the disease, it can spread very quickly and easily, which means that it can easily spread through the entire area, destroying the entire crop completely. The banana part of the agricultural industry would be completely wiped out, which means that the people would not have any locally grown banana options. The disease would lead to the eradication of the banana plant in many cases, which would also be extremely harmful for the environment as well. If the plantation was removed, it would lead to a loss of plants and trees in the region, which could lead to soil erosion (Villalta, et al, 2018). The disease would affect the industry, the marketplace and the environment negatively.
The Freckle is a fungus that can be seen on the leaves and fruit of the banana plant. It occurs when reddish brown spots start appearing on the plant. The reddish-brown spots are the main indicators, and the more the spots, the more diseased the plant is. It affects the yield of the plant, and the fruit looks bad, which is why it might not be sold in the market at a proper rate. The main interaction of the fungus, which is Phyllosticta cavendishii, with the market is in the form in which it affects the bananas (McMaster, et al, 2015). Cavendish bananas are of a large amount of money since they are mostly exported in the country. The spores of the fungus, which spread via the wind and by rain, cannot be controlled once they have started to be spread in the area. The whole area will have the disease, and thus, the community nearby, which largely depends on the banana plantation for the money, would also be destroyed in the process. This would result in an increased loss to the society, which would be harmful to the entire community.
The community mostly consists of farmers, who while not having advanced degrees to a large extent, would be literate. Most of them have completely their Grade 12 equivalent exams, which means that they are completely literate in general. They would also be skilled in basic maths, and their numeracy skills would be adequate enough. The community sources their information from the scientific institutions and the few people who have degrees that are related to farming would be informing the entire community about the diseases. If in need of further information, they would generally use the internet to gather their data. In extreme cases, they would approach the scientists and research institutes that are nearby. The community is tight-knit, and they are not mobile. There are not many of them in the community. In order to ensure the success of the program, the partnership with the oldest farmer, or the head of the local farming council would need to be formed.
The agency that would be responsible for coordinating the event would be the Department of Agriculture. They would need to ensure that the outbreak does not spread to a large extent and would be required, by legislation to ensure that there are crops that can be prevented from being damaged. The Australian Banana Grower’s Association would also be responsible for ensuring that the event was held in a responsible manner. The Pest and Disease Information Service, and the government of Australia have declared the fungus as a prohibited organism. Legislation was also passed regarding the import of Cavendish bananas into the country, especially in the Western region, so that the organism could be removed and eradicated from the country completely.
The following is a community engagement plan that aims to look into the specifics of actions that should be taken in case the disease was to arise again. The community as a whole must be taken into consideration and the stakeholders have to be analysed. Convincing the stakeholders of the plan would also be covered in the plan. The various tools and requirements for the plan to work have also been mentioned.

The main principles that underpin the plan include:
1. Careful Planning and preparation: Careful planning and preparation in order to ensure that there have been no issues that arise during the process and that it serves the needs of the participants (Wallerstein, et al, 2015). This is one of the main principles that need to be taken into consideration when the plan is being organized. If the plan is of no benefits to the participants of the plan, whether they be the farmers, their wives or the local research scientists, then they are not likely to participate in the plan. In which case, the plan would not beneficial or successful.
2. Inclusion and Diversity: The principles of inclusion and demographic diversity need to be followed as well. It would not just be wealthy, large-scale, white male farmers who would have been affected by the crop and the effect that the fungus has on the crop. There would be different genders, races, ethnicities and sexualities who would also be involved in the farming community. Since this has something to do with the community, the entire community, including those who are generally marginalized and left behind, would need to be taken into consideration in order to ensure that their voices and opinions, which might be beneficial to the plan, were also heard.
3. Shared purpose and collaboration: The principles of shared collaboration and purpose is another one of the main principles (Carvalho & Capurro, 2015). The community, which includes the government, customers and the growers, would all have to collaborate in order toc ensure that the spread of the disease is contained, and everyone is able to have the least harm from the process.
