my name is RIvardo. Alright, so attached is the essay prompt. I’m working with a team for this essay. Overall, the essay has to be around 20 pages. There is 4 parts to the essay, I was assigned a part of the essay called, “TAX FAIRNESS”. The other parts of the essay are ECONOMY, Property taxes, and Small businesses. I already have the outline and the sources attached as well. Just focus on doing my part of the essay. There is the sample outline attached that the teacher gave us called UpdatedExampleContentOuline. Also attached is the outline that my team has been working on. We are still revising the outline but attached is what we have so far. My part of the outline is colored blue and has my name. I have a few sources included with a brief description. I got the sources from the bibliography attached also. Use the ones I have okay. Change the outline that I have to make it similar to my teammates and the example content outline. Try to refer back to the Senate Bill 687 (2019)(from the prompt) during the essay ok. Feel free to use other sources if you don't like the ones i provided in the outline . I have the outline done, work off that ok.



What our outline sections should be based on:



Gov. Pritzker proposes that implementing a progressive income tax in Illinois will



1) promote tax fairness by basing the tax system on ability to pay and reducing the disparity between the effective (or aggregate) tax rate paid by the top 1% of Illinoisans and the rate paid by working and middle-class families, which is up to five times greater; Ricardo


2) provide residential property tax relief and lessen educational disparity by raising revenue to increase state investment in education and infrastructure, reducing local governments’ over-reliance on property taxes and alleviating the chronic lack of funding for Illinois schools and other critical services; Disha



3) protect small businesses by taxing them at a lower rate than corporations, making them better able to compete and generating jobs and economic growth; and


4) grow the Illinois economy by putting more money in the pockets of the middle-class and increasing investment in education, infrastructure, and healthcare, making Illinois more attractive to potential citizens, small businesses, and outside investment. Alex



Critics of the Governor’s plan argue:


1) The current flat tax system is already fair because it taxes everyone at the same rate, while a progressive tax is unfair because it penalizes wealthy people for working hard, being smart, and getting ahead, while rewarding lower-income workers for not doing so. Ricardo


2) There is no guarantee that local governments will reduce property taxes because of increased funding from the state, and wealthy people’s taxes shouldn’t pay for programs and services they don’t use, such as public education, reduced school lunches, pensions for state workers, free health services for low-income families, and other excessive state expenditures and investments. 3) The implementation of a progressive tax will drive millionaires, small businesses, and corporations to other states and discourage new investment in Illinois, hurting the economy and increasing unemployment.


4) Instead of trying to grow the economy by implementing a progressive tax, Illinois should eliminate income tax altogether because having no income taxes would bring more people and corporations to the state, boosting the economy. Alex

· For each content area, you need to useat least four sourcesthat providefactual evidence.Typically, the academic articles / research-based reports will provide facts to support the various arguments. There is also data from government websites and other primary sources.


· It is okto use each source in more than one content area, but that does not mean that all content areas can have the same four sources and nothing else...


· In addition to the four fact-based sources, you can use newspaper articles,onlinearticles, blogs, etc., to show opinions or to layout the basic arguments, but you cannot present such sources as factual evidence to support a point. You need to be discerning with such information because opinions are sometimes presented as fact by the author /organization publishing it. They may cite other sources that say the same thing, but if you look closely, you see that what is being cited is also opinion.


Most importantly: Do not create more work for yourself!


· You do not need to do any additional research. There are enough sources on the bibliography to develop the arguments.


· You also do not need to add new content areas. What I outlined in the prompt is plenty.
