The President had to appoint the task force in order to analyses the reaction of staff members. Implementing such a reform through human resource department could have created a major chaos as well as conflict between staff and officials (Bennett & Levinthal, 2017). Further, human resource may not have considered the viewpoint of every department. However, with the formation of this task force, every member from each department will bring a collaborative effort in order to present this reform in front of rest of the staff.

A presentation or meeting reflecting the challenges that university may be facing could allow better understanding of situation. Likewise, long-term consequence of non-implication of presented reforms, which can be termination of majority of staff, can also be presented.

In order to implicate such a reform and to ensure it is acceptable to all, a familiar face may be required. As mentioned by Smith Jr (2015), the administrator should be a well-known individual for the staff. Subcommittee members must be well versed as well as expert in their area of function.
