Each coalition group will create a coalition proposal to outline the public health problem and potential policy solutions. In addition, each coalition will define organizational/agency membership. See outline below for assignment overview. In addition, students can review an example assignment and the rubric within the assignment description in BB Week 3.




For the coalition proposal and membership description it is suggested groups utilize the bulleted outline for submission.




Coalition Proposal


·What is the name of your group’s coalition?


oEach group does not have to create a “new” coalition, it is ok that your group’s coalition assumes/becomes a coalition you have researched and located on the internet that is focused on a policy issue listed above.


·Locate national, state, regional, or local data to document the scope of the problem



  • The public health problem your group will work on:




    • Groups will define the problem and outline the possible solutions. See Chapter 17, p. 336.

    • Include each of the following FOUR problem steps (follow the list on p.336):


      • Who is affected by the problem? Identify.


        • Percentage (prevalence) of the general population affected

        • Percentage (prevalence) of the low-income or vulnerable populations affected in comparison to two other population groups (health disparities)


      • What has been written on the issue and policy options? Discuss at least one from each of the following


        • peer-reviewed journal article on the problem and one policy solution

        • At least one media source of coverage: editorials; opinion pieces; investigative journalism on the issue or policy solution

        • Blogs or web content


      • What is the economic impact of the problem?


        • Identify the healthcare costs associated with the problem

        • Document if the problem has an impact on employee absenteeism or presenteeism (e.g. attending work while ill)


      • What work is being done by governmental and nongovernmental agencies (community-based organizations, non-profits, etc.)?





  • Provide and describe a specific policy solution (include only one) for the selected public health problem that can be addressed by an elected official. Your group will use this policy solution for the final group assignment:Public testimony.


    • Use a health policy tracking system to locate policy that has been implemented or in the process of implementation and could be beneficial to improving the problem the coalition identified above. See table 15-1, p. 293 in the text.

    • Applicable bill numbers, ordinance codes, etc… should be included. Most bills will include “AB” or “SB” (Assembly bill or Senate bill).A great place to search for California law/policy is the California legislative information tracking system website:http://leginfo.legislature.ca.gov/. Students can search policy topics and view extensive policy listings to learn more about each.


      • For instance, if your policy issue is tobacco and a possible solution is to decrease the prevalence of the population that smoke, then a policy solution could be tobacco tax. Specifically,Prop 56orSB 768.






Coalition Proposal -Coalition Membership:


Next, each coalition group will also describe, and list, stakeholders/organizations represented in the coalition. Each coalition student member will contribute a description of a stakeholder organization/agency they represent in the coalition.


·For example, if your coalition became the Southern AIDS Coalition, its membership consisted of several organizations: Latino Commission on AIDS; AIDS Alabama; Crescent Cares; Tennessee Department of Health; and Louisiana Office of Public Health. Each student will assume a member organization (for example, student one represents/becomes the Latino Commission on AIDS and student two represents/becomes Crescent Cares, etc.)


·List and describe 3-4 stakeholders/organizations (corresponding to the number in your group) represented in your group’s coalition. See the asset map, table 17-2, p338 to assist in deciding what types of organizations would best align with your coalition.


oEach coalition student member will take the position of one coalition stakeholder/organization/agency and write a 2-3 paragraph description of their specific organization.Students are welcome to become an organization/agency that is a member of the coalition your group has agreed to adopt based on your internet search. See example highlighted in the paragraph above.

oHow the coalition work will align with the collective missions of each organization. This will be helpful in developing your group coalition public testimony, which is the culminating assignment.


The group coalition proposal must be a group compilation, each member will complete the membership description and contribute equally to the proposal work as well as follow APA guidelines with at least one reference per coalition member. The text can be cited but will not count towards the number of required references.



Missing or incomplete descriptions and/or incomplete APA citations/references from the listed requirements will give only partial credit.

This San Diego tobacco control coalition provokes a tobacco-free lifestyle. The committee motivates tobacco users to quit the habit of smoking. With the collaboration of various agencies the San Diego tobacco control coalition committee is trying to set up an atmosphere of the tobacco-free society. The members of the committee are taking initiatives to implement various tobacco control programs in case of a reduction in the rate of consumption.

Scope of the problem
The tobacco is one of the most harmful things over the globe. The rate of addiction is increasing over the decade and the rate of the severity of the effect of tobacco is also increasing remarkably. This has become a matter of concern now. The frequent use of e-cigarettes has also become a problem nowadays. Reports say that the increasing rate of the consumption of e-cigarettes among the youth in the USA has become around 78% as compared to the previous year of the study (Jarvis, West & Brown, 2019). The age of the highest user of tobacco in the USA is 25 to 34. The influence of the tobacco company can be seen in the case of addiction of the youth towards the tobacco. A survey was done over 16 countries and it was found that over 852 million are tobacco users among them 661 million are the smoker and 247 million are smokeless tobacco users (Matthew L. Myers, 2012). It has also been reported that in the case of lower-income families there is around 49% population are addicted to tobacco. The rate of using tobacco is very high in the USA. The rate is increasing in a significant manner and the fruitful stem of the reduction has become necessary.
Who is affected by the problem?
Tobacco is the only legal product that hampers the consumers’ lives and sends them towards death. People of all ages are the victim of this tobacco addiction and its harmful effects. It has been reported by the WHO that around six million people die every single year for the consumption of tobacco and it is also reported that the rate of death is one in every six seconds (World Health Organization, 2018). Survey says that tobacco kills every year around 480000 people in the USA. More than 20% of the adult in USA smoke. An average rate of 15% of the adults in America smokes daily and it has also been reported that around 16 million people are affected by the smoking-related disease. 41000 deaths occur in the USA yearly due to the secondary of smoking. The range of hamper can be seen over society irrespective of gender and age. Smoking is more prevalent in the lower-income or vulnerable population.
