Introduction
Complexity in project management has significant implications as the number of stakeholders directly affects the complexity of the project. The difficulty of managing stakeholders, of course, is not an easy task for informing stakeholders. Complexity cannot be a natural thing, certain factors, created or occurring conditions, complex complexity and complexity. On the contrary, the complexity of the project has a positive relationship with its size as well as scope. Of course, communication or other human-based factors are complicated. This idea supports "world" of complexity theory. Interesting conflicts between stakeholders and the public can be complicated in one project. On the other hand, these stakeholders and "public" are all people.

Complexity leadership theory; Complex projects need to strike a balance between management, adaptability and supportive leadership. In this model, executive leadership implements and manages administrative or bureaucratic policies, procedures, and practices that are critical to any successful operation. Adaptive leadership is able to respond effectively and suitable to a changing business environment moreover to reflect the innovative furthermore agile behavior within the firm. The key contrast here is that executive leadership often follows hierarchical authority and positional power structures, while adaptive leadership follows more of the neural network of organization and operations, which many traditionalists may find difficult to understand (Andersen, 2018).
People and discipline; Within the framework of what complexity leadership theory suggests, our real focus is on what people need and how they respond within the work environment to produce outcomes that, in turn, drive value in the form of stakeholder benefits. Although complex situations clearly present new challenges requiring seemingly radically different management approaches, the notion of administrative leadership correctly establishes the need for stability, order, and clarity in organization, processes, and procedures.
